(Internal) Project and Procurement Manager
NEOGOV is a part of Skagit County, seeking a Project and Procurement Manager to lead the Procurement/Project Management Division. This role involves managing staff, overseeing project management, and optimizing processes to enhance efficiency and customer satisfaction.

Responsibilities
Lead and develop a team of professionals, ensuring high performance and continuous improvement
Lead the standardization of processes to create a more effective and efficient Central Services organization
Serve as the primary liaison between agency leadership, external partners, and cross-functional teams
Lead multi-departmental project teams to ensure projects are completed within scope, schedule and budget
Develop and maintain metrics to track and promote improvements in efficiency and quality
Implement and manage relevant tools and technologies to support business processes
Qualification
Required
Minimum of 2 years of supervisory experience is required
Strong experience in program quality review processes, and the ability to trouble-shoot and identify areas of need
Requires Knowledge of: Basic principles, theories and practices of public administration, and organizational structure and development as applied to the public sector
Requires Knowledge of: Applicable local, state, and federal laws, rules and regulations, policies and procedures related to the area of assignment
Requires Knowledge of: Management and supervisory principles and practices
Requires Knowledge of: Labor relations and unionized staff
Requires Knowledge of: Principles of time management, planning, program, and process evaluation
Requires Knowledge of: How information is used, shared between departments, or if it is sensitive in nature
Requires Knowledge of: The administrative aspects of the position, including budgeting, policies and procedures, and personnel policies and procedures
Requires Knowledge of: Office management systems and practices including workflow organization and document/file management
Requires Ability to: Represent Skagit County by maintaining a professional approach and demeanor in all activities
Requires Ability to: Comprehend, gather, process, and analyze detailed information effectively
Requires Ability to: Be attentive to detail, maintain a high degree of accuracy, recognize, resolve and correct discrepancies in data or information
Requires Ability to: Work with people in a courteous manner
Requires Ability to: Maintain confidentiality and follow the judicial code of ethics

Requires Ability to: Perform varied and complex assignments under general supervision and guidance
Requires Ability to: Remain current with changing technology in records management systems
Valid Washington State driver's license required
Project Management Professional (PMP) required
Preferred
A bachelor's degree in public administration, business, or related field is preferred

Health Insurance: A variety of plans to choose from, including the County's Standard Medical Plan, for which the employee only pays $70 a month for medical and the County pays 100% of the dental and vision premiums for employee and dependents depending on the plan selected. Spouses may be added to the plan for $130 per month.
