Responsibilities
Direct, guide, oversee, and monitor the day-to-day operations of the Rifle Falls Hatchery to support statewide fish production goals and objectives by delegating, training, guiding, and evaluating one Technician IV and six Technician III’s
Plan, develop, and monitor capital construction projects, stocking schedules, maintenance schedules, and budgets
Direct water quality and quantity management for the facility
Monitor, approve, and procure materials, supplies, and equipment necessary to ensure proper growth, health, and survival of fish while meeting annual production goals and staying within an established annual budget
Provide 24-hour security and be on an 'on-call' status
Provide all documentation and reports requested, and record and maintain accurate information on the Hatchery
Execute and implement the policies, directives, rules, and regulations of State and Federal agencies
Attend and represent the hatchery at meetings with other staff, interagency personnel, and the public
Compose and approve reports, records, and correspondence
Supervise one Technician IV, six Technician III’s, temporary positions, and volunteers
Formulate, delegate, and oversee daily work schedules for the crew
Interview, hire, inform, advise, counsel, train, evaluate, and reward employees
Oversee and assist as needed with daily hatchery and rearing unit operations such as: feeding fish, sorting and moving fish, loading fish, stocking fish, cleaning troughs and raceways, water analysis, water flow management, and fish health management
Assist the Deputy Assistant Director – Hatchery Team with performance evaluation input for employees
Authorize leave, travel, and training activities
Counsel and mediate employee concerns and conflicts
Formulate, delegate, and oversee daily work activities and schedules
Develop Standard Operating Procedures (SOP’s) for the unit
Anticipate problems and adjust fish egg requests, fish production, and operating plans to achieve unit and Statewide goals
Calculate, analyze, and adjust fish nutrition and growth data, unloads feed trucks, orders fish feed, coordinates egg and fish stocking schedules, fish transfers, inventories, and sorting
Assess and evaluate progress toward unit goals
Analyze inventory data and calculate fish feed rates and conversions
Communicate feed chart updates, fish sorts, moves, and transfers to employees through verbal and written communication
Analyze, audit, and record fish production data
Prepare, clean, and disinfect rearing containers
Inventory, sort, load, transport, and distribute fish with trucks and coordinate with Biologists for stockings
Monitor and control use of equipment, feed, and supplies and plan for procurement as necessary
Participate in domestic and wild fish spawning operations as needed
Monitor, analyze, and diagnose fish health problems through visual, microscopic, and anatomical inspections
Prescribe, administer, and evaluate drug and chemical treatments, measure and calculate water flows and fish weights for dosages, contact fish pathologist for assistance if necessary, and maintain daily records of chemicals or drugs used in fish treatments
Formulate and oversee disease prevention and disinfection policies and activities for the fish unit
Comply with INAD regulations and requirements related to drug and chemical treatments of fish
Monitor, adjust, and record water flows throughout the fish unit
Technically analyze water quality parameters including oxygen, pH, ammonia, nitrates, nitrites, and chlorine with precision instruments (spectrophotometer, saturometer, etc.) to maintain fish health and meet water discharge permit regulations (where appropriate)
Observe and record unit operating parameters such as weir and flow meter readings, inlet temperatures, and valve and pump settings
Manipulate water quality to maximize fish health and growth by adding aeration or oxygen, or by changing flow regimes
Operate various heavy-duty equipment, vehicles, and hand equipment and perform grounds and equipment maintenance and repair
Ensure adherence to State Fleet Management maintenance schedules and record keeping
Develop, oversee, and execute emergency and safety plans for fish unit operations
Patrol, secure, and protect grounds, property, and fish by being on an 'on-call' status after normal working hours and being required to live on the fish unit
Secure safe storage and handling of all hazardous materials and develop plans to provide for the safety of employees and visitors, including complying with all Risk Management and Americans with Disabilities Act requirements
Attend training administered by the Safety & Loss Control Specialist of the State Office of Risk Management
Conduct interpretive tours, accommodate day visitors, provide professional and technical information regarding Division policies and regulations, provide educational services and presentations, and provide official written correspondence, publications, and materials
Assist Colorado River Watch project
Qualification
Required
Five years of work experience in the aquaculture field, fishery or wildlife biology, or a closely related field that included at least one year of experience propagating and rearing sport fish and/or native species (warm, cool and/or cold water species)
Possession of a valid State of Colorado driver's license within 90 days of relocation
Must possess and maintain a valid state of Colorado driver's license if operating a State vehicle
Must be willing and able to live in State housing on the fish hatchery and provide after-hours security, monitoring of water flows, power, and fish health issues as well as responding to emergency situations
Must be available for on-call to receive phone calls or work after hours to help resolve fish health and safety issues related to hatchery operations
Must be willing and able to exert up to 100 lbs. of force occasionally and/or in excess of 50 lbs. frequently and/or in excess of 20 lbs. constantly to move objects
Must be willing and able to withstand exposure to weather, noise, and atmospheric conditions
Must be willing and able to withstand the following hazards: proximity to moving, mechanical parts; exposure to electrical shock; working in high, exposed places; exposure to radiant energy; working with explosives; and/or exposure to toxic or caustic chemicals
Must be able to possess and maintain a Class B Commercial Driver's License (CDL) with tanker endorsement
Pre-employment physical, drug testing, and background check required
Required to work holidays and weekends as part of a rotating work schedule
Required to live in onsite, state provided housing, exempt from overtime, on-call 24/7
This position will require but is not limited to the handling of Formalin, bleach, disinfection solutions, equipment batteries, gasoline, diesel, spray paint and motor oil
Hazing predatory birds/animals will require the use and discharge of cracker/pyrotechnics as a deterrent
Daily, weekly, monthly fish deliveries can result in overnight travel as needed; various meetings
Pursuant to the DNR-120 Fleet and Driving Standards Administrative Directive, any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle
