Financial System Analyst (SR-26)
NEOGOV is part of the County Of Maui and is looking for a Financial System Analyst. This role involves the review, analysis, development, implementation, and maintenance of the County-wide financial information system, as well as performing complex technical accounting functions related to fiscal and accounting activities.

Responsibilities
Assists the Accounting Administrators and the Director of Finance in responding to complex accounting issues identified by independent auditors, and researches and implements auditor recommendations in compliance with accounting standards
Reviews the recording, summarizing, and reporting of financial information to ensure that accounting practices and procedures are followed and are effective, efficient, and proper in maintaining data integrity
Assists with the preparation and compilation of county-wide financial information and statements necessary for the Comprehensive Annual Financial Report (CAFR), the Single Audit Report, and other reports as required
Prepares detailed and comprehensive reports on audits and studies conducted, and makes recommendations for improvement
Reviews the adequacy of existing accounting forms, records, procedures, and reports and develops new reporting documents as required
Reviews and analyzes county-wide financial accounting systems and develops, designs, and recommends new accounting systems or segments of systems
Plans, develops, coordinates, and conducts County-wide training to enable improved access to and understanding of data within the financial information system
Creates and maintains finance and training manuals and documentation relating to the use of the financial information system and that standardizes accounting practices and procedures
Serves as the specialist for the County's financial accounting system; responds to requests for accounting and financial information from various agencies, regulatory bodies, private and public corporations, County Council, and the public
Prepares comprehensive analyses and evaluations of various legislation affecting the county's finances and recommends and implements changes to enhance the accuracy and efficiency of the county's financial systems
Develops financial modeling by compiling data and integrating scenario analysis in the preparation of reports, analyses, studies, etc
Identifies and recommends software changes and enhancements to improve functionality of the financial system. Works with information system analysts and vendors to implement changes or to resolve problems with software. Provides project management implementation support for major changes affecting the financial management system
Consults with management officials concerning reporting needs and creates new report formats to enable more effective monitoring of capital and operating budget expenditures
Participates in analyzing and interpreting laws, directives, and regulations related to the County's fiscal programs and operations
Performs other related duties as assigned
Qualification
Required
Graduation from an accredited college or university with a bachelor's degree in accounting, finance, economics, or business administration
Five years of responsible work experience in professional level management, budgetary, economic, financial, or tax analysis work, two of which shall have been in the maintenance of an accounting system
Knowledge of principles and practices of public and municipal finance
Knowledge of principles, practices, procedures, and techniques of governmental accounting and auditing
Knowledge of financial accounting systems
Knowledge of budget preparation, monitoring and analysis
Knowledge of public administration
Knowledge of records management
Knowledge of report writing
Knowledge of sources and uses of socio-economic information
Knowledge of research and statistical methods and techniques
Knowledge of laws and ordinances relating to County finances
Knowledge of basic economic theories and principles
Ability to gather and analyze legal, operational, statistical and financial data and reports
Ability to apply sound budgetary and fiscal theories and principles
Ability to develop and maintain effective budgetary control policies and procedures
Ability to recognize and identify potential and existing financial system problems
Ability to prepare comprehensive narrative, statistical and graphic reports
Ability to present ideas clearly and logically
Ability to operate a personal computer using a variety of software applications
Ability to establish and maintain effective and cooperative working relationships with others
