Financial Examiner 4 (FE4)
The Washington State Office of the Insurance Commissioner (OIC) is seeking a qualified individual for the Financial Examiner 4 position. This role involves overseeing risk-focused financial condition examinations of insurance companies to ensure compliance and financial soundness in accordance with state and national standards.
Responsibilities
Lead and oversee risk-focused financial condition examinations of insurance companies and other regulated entities in accordance with NAIC accreditation standards and OIC procedures
Guide examination teams in gaining a comprehensive understanding of insurer operations, including corporate governance and enterprise risk management frameworks
Exercise professional judgment to identify, assess, and prioritize current and prospective solvency risks
Determine examination scope and tailor examination procedures based on an insurer’s size, complexity, and risk profile
Assign work to staff examiners and specialists, manage workloads, and monitor progress to ensure timely and accurate completion of examinations
Lead teams in identifying internal controls and risk-mitigation strategies and determining appropriate tests of controls and substantive procedures
Oversee examinations for compliance with Washington State laws, rules, regulations, and NAIC standards
Review, evaluate, and approve examination workpapers, analyses, and findings; require revisions or corrections as needed
Assist staff examiners with complex accounting, examination, and regulatory issues
Assist in preparing and reviewing formal financial examination reports for adoption at the conclusion of examinations
Identify material adverse findings and ensure proper communication and escalation in accordance with established procedures
Confer with insurer executives, attorneys, actuaries, accountants, and other professionals regarding contracts, agreements, and examination issues
Supervise and evaluate examination staff, including performance management, coaching, and professional development
Assess staff training needs and provide or coordinate on-the-job training and mentorship
Perform peer reviews (accreditation reviews) of completed financial examinations to ensure quality and consistency
Lead or participate in special projects, including targeted examinations, limited-scope reviews, new company admissions, and internal control or risk assessments
Assist leadership in implementing regulatory decisions and provide input on insurance legislation, regulations, and examination policy
Review updates to NAIC handbooks, accreditation manuals, and best practices and integrate changes into examination processes
Stay current on industry developments, emerging risks, and relevant accounting and regulatory issues
Qualification
Required
Nine (9) years of full-time relevant professional accounting experience to include experience auditing, analyzing, or preparing financial statements: balance sheet, income statement, cash flow statement, and notes thereto as an accountant, auditor, or examiner with a public accounting firm or as an accountant, internal auditor or external auditor or examiner of insurance companies, banks, savings and loan associations, municipalities, etc., state or federal or private entities
Successful completion of 20 quarter or 12 semester hours in accounting, finance, economics, or insurance. Professional experience may not substitute for the credit hours
Two (2) years of management or supervisory experience in a lead or advanced position
An active Certified Public Accountant (CPA) license granted by Washington State or another state that has reciprocity with Washington State; or a designation as an Accredited Financial Examiner (AFE) in an insurance discipline, as granted by the Society of Financial Examiners (SOFE); or a designation as a Certified Financial Examiner (CFE) in an insurance discipline, as granted by the Society of Financial Examiners (SOFE)
Preferred
Experience with, or as a contractor for, a state insurance department working as an examiner, auditor, or financial analyst of insurance companies
Designation as a Certified Financial Examiner (CFE) in an insurance discipline, as granted by the Society of Financial Examiners (SOFE)
Designation as an Accredited Financial Examiner (AFE) in an insurance discipline, as granted by the Society of Financial Examiners (SOFE)
An active, Certified Public Accountant (CPA) license granted by the Washington State Board of Accountancy, or another state with reciprocity with Washington State
Other insurance or information systems related designations
Familiarity with insurance company operations
Hands on relevant professional work experience with insurance company operations
