The New York State Department of Civil Service is seeking a Data Analyst 4 to manage the Office of Data Analytics and Strategic Planning. This role involves overseeing staff in the development of data analytics solutions, establishing standards, and providing consultation to agency management.

Responsibilities
Manage the Office of Data Analytics and Strategic Planning within Strategic Planning and Innovation
Oversee staff in development and execution of data analytics solutions for the agency, including the development of data dashboards for executives
Direct staff in the evaluation of current approaches and establishment of standards and metrics
Oversee staff in the identification and testing of system changes that will impact data analysis capabilities
Manage staff in the development of reports for department executives and the Governor’s staff
Collaborate with program administrators in the completion of agency wide reports
Manage staff in the preparation of data for internal and external requests
Oversee staff in the development of the DCS strategic plan and monitoring associated metrics
Provide advice and consultation to agency management on program operations
Manage staff in the identification of new training needed by the agency
Manage staff in training development and delivery
Supervise Data Analyst 3, Training Specialist 2 and Business Systems Analyst
Qualification
Required
eleven years of experience in data visualization, and statistical models and data mining tools
Two years of the experience must have been at a managerial level
An associate's degree may substitute for two years of general experience
A bachelor's degree may substitute for four years of general experience
A master's degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience
A Ph.D. in these fields may substitute for two years of general experience
Preferred
Strong analytical and problem-solving skills
Strong oral and written communication skills
Demonstrated success in creating successful new organizations
Successful change management and business process reengineering experience
