PROGRAM ANALYST (COMMUNITY PROGRAM SPECIALIST III)
The City of Long Beach Health and Human Services Department is seeking a Community Program Specialist III in the Collective Impact Bureau. This role involves oversight in the development, implementation, and administration of funded grants and programs, ensuring compliance with regulations and managing financial responsibilities.

Responsibilities
Ensures grants and programs comply with regulations, including monitoring and interpreting government regulations to ensure compliance for all grant-funded programs
Generates reports, applications, documents, subcontract agreements, and other administrative materials for grants
Reviews data and performance management to ensure grant compliance and deliverables
Performs financial responsibilities, including utilizing financial systems, preparing, tracking, and monitoring grants and subcontractor budgets and expenditures; creating purchase orders; reviewing and processing invoices; preparing budget amendments; and other financial duties related to the grants and programs
Interfaces with funders and subcontractors to ensure compliance and maximization of grant funding
Develops and provides oversight for Requests for Proposals (RFPs) and contracting for grants, vendors, subcontractors, and other agencies, as needed
Uses reported data to evaluate participant involvement in grant programs
Researches, develops, reviews, implements, and updates policies and operating procedures
Creates and updates forms and provides trainings
Manages, updates, and maintains documents
Assists with grant writing
Attends and represents the Division at various community and public meetings and provides updates on projects
Leads efforts and reports assigned by City leadership and assists with special projects
Performs other duties as assigned
Qualification
Required
Bachelor's degree in Public Health, Public Administration, Business, or closely related field
Two (2) years full-time professional experience grant monitoring and providing complex grant-funded program administrative support
Proof of education required
Required documents, such as transcripts, degrees and/or certification, must be uploaded to the online application at time of filing
Any proofs submitted must contain either the applicant's name or other identifying characteristic on the documentation
Degrees must indicate the field of study and conferral date on diploma or transcript
Candidates who possess degrees from college or university from outside the United States must attach proof of educational equivalency at the time of filing
Ability to communicate effectively, both verbally and in writing, at all levels of the organization
Strong analytical skills and attention to detail
Ability to handle sensitive information and maintain confidentiality
Superior project management skills, including planning, analysis, decision-making, problem-solving, and the ability and willingness to multi-task
Ability to see possibilities in a collective impact framework
Ability to conduct research and source new funding opportunities
An organized, patient, diplomatic, and confident demeanor in working with staff
Ability to problem-solve and work independently
Proficiency with computers, including internet, email, and office productivity software (e.g., Microsoft Office)
Preferred
Finance/accounting experience
Experience auditing grant-funded programs
Experience with the administration of social service and/or public health programs
Experience working for the City of Long Beach in Health & Human Services
Exceptional customer service and interpersonal skills
