Director for Contracting eBusiness

Responsibilities
Leads the planning, development and implementation of improvements in acquisition, procurement policies and processes, data standards and enterprise eBusiness capabilities to ensure the U.S. Armed Forces obtain quality products and services on time and at reasonable prices
Collaborates with the Components to ensure functional process, policy, and data requirements are incorporated in DoW-wide procurement-related business initiatives and systems (such as Wide Area Workflow and the Procurement Integrated Enterprise Environment)
Enables the DoW to streamline its business processes by leading the DoW Joint Purchase Card program and thereby freeing up resources for critical national security needs
Directs the concept, development, and implementation of new and innovative procurement and acquisition policies and processes, data standards and scorecards to include Procure 2 Pay which covers the process in the Department's Business Enterprise Architecture (BEA) spanning from when a decision to make a procurement is made until closeout of the procurement instrument
Executes responsibilities of the Office of Management and Budget appointment as Co-chair for the Award Committee for eGov to direct and fairly distribute investment of $150M annually for the Integrated Acquisition Environment, a Presidential eBusiness initiative to improve federal systems
Manages a $50M budget encompassing both Operations and Maintenance and Research Development Test and Evaluation funding for operating costs for eBusiness activities in over one dozen separate initiatives
Promulgates the Strategic Plan for Department-Wide Procurement Capabilities (a Functional Strategy) which articulates requirements for Department-wide procurement capabilities to use established data standards, enterprise services, internal controls, and business intelligence

You must be a U.S. citizen to qualify for this position
All newly appointed Career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES
You must submit to a drug test and receive a negative drug test before you can be appointed into this position. Designated and/or Random Drug Testing required
In order to qualify for this position, you must be able to obtain a Top Secret security clearance and access to Sensitive Compartmented Information (TS/SCI)

This is a Critical Acquisition Position. This position requires a Contracting, Professional, acquisition certification. The incumbent has 36 months to achieve this certification. Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years
