Human Resource Generalist - Talent Acquisition

Responsibilities

Lead full-cycle recruitment, including intake meetings, job postings, sourcing, screening, interviewing, and offer coordination for all agency positions
Partner with hiring managers to assess needs, develop recruitment strategies and timelines, and ensure alignment with organizational goals and budget constraints
Facilitate candidate funnels and interviews with hiring managers and provide guidance on equitable and consistent selection practices
Draft, review, and update job descriptions to ensure clarity, equity, and compliance with agency and state guidelines
Collaborate with hiring managers to understand their talent needs and grow a strong talent pipeline
Serve as a trusted advisor to hiring managers on compensation alignment, candidate experience, and hiring timelines
Track recruitment metrics (time-to-fill, candidate flow, source effectiveness) and recommend process improvements
Serve as a point of contact, providing guidance on HR policies, procedures, and employee matters
Support onboarding processes to ensure a positive and consistent new-hire experience
Assist with employee relations matters, including issue resolution, documentation, and coordination with HR leadership and legal partners as needed
Ensure HR practices comply with applicable employment laws, policies, and requirements
Support and participate in programs composed of cross functional projects and organizational initiatives related to process improvement, performance management, engagement, retention, and workforce development
Collaborate with internal partner groups such as Finance, Legal and IT on various tasks and serve as a liaison between external partners including the Office of State Comptroller and State Personnel Department
Provide HR policy guidance and interpretation to agency leadership and employees
Participate in building and maintaining an engagement strategy to foster a positive work culture and attract top talent
Contribute to continuous improvement of HR processes, templates, and tools
Provide support to payroll process as needed
Perform other duties as assigned

Required

Bachelor's degree in human resources, business administration or related field required
2-3 yrs. of progressive HR experience, with significant experience in talent acquisition or recruitment
Experience managing multiple recruitments simultaneously in a fast-paced environment
Hands on experience with various selection processes (phone/virtual/in person interviewing, reference checks, background checks, etc.)
Excellent communication and interpersonal skills
Strong networking and relationship-building skills
Strong decision-making and organizational skills
Experience analyzing and using data to an advantage
Multi-tasking with ability to juggle multiple projects and meet established deadlines
Advanced computer skills, including payroll and HRIS systems, communication tools, and superb literacy with Microsoft Office suite, including SharePoint, Outlook, Excel
Understanding of labor laws related to hiring, compensation, benefits, employee relations and compliance
Time Management - exceptional time management skills to meet deadlines while maintaining high level of accuracy and meticulous attention to detail
Project Management – able to independently initiate, organize, prioritize, and manage multiple projects at a time
Communication – excellent written and oral communication skills with the ability to communicate professionally, concisely and effectively in person, on the phone, electronically or through other means to individuals or groups; must be comfortable hosting and delivering presentations
Ability to communicate a compelling and inspired vision and core purpose of the IEDC and foster good relationships with potential candidates; must have a natural curiosity to learn more about candidates than what is written on a resume or cover letter
Adaptability – is open to new and changing environments and information; able to comfortably and effectively cope with change and unexpected obstacles, shift gears quickly, and adapt as necessary; effectively deals with ambiguity

Preferred

SHRM or PHR certification a plus
Experience working in applicant tracking systems (ATS) and maintaining data in HRIS platforms, SuccessFactors preferred
