The California Governor's Office of Emergency Services (Cal OES) is seeking motivated individuals to join their team in emergency management and homeland security. The Analyst II will coordinate recovery efforts for disaster-impacted communities, providing technical assistance and managing resources to support long-term recovery and infrastructure resilience.

Responsibilities

Serves as the coordinating mechanism to build, sustain, and deliver state resources to support local, tribal, and state recovery after a disaster has occurred
Undertakes the rehabilitation and reconstruction of affected infrastructure systems while supporting infrastructure resilience and helps state and tribal governments and communities address long-term environmental and cultural resource recovery needs
Collaborates across various areas of recovery, enabling organizations including local, tribal, state, and federal governments, non-profits, and the private sector to align their respective capabilities to these areas
Coordinates access to recovery resources including technical assistance and potential funding opportunities available through state and federal partners affiliated with these two (2) RSF’s
Performs research, coordination, and analytical tasks as needed to accomplish the objectives and tasks of the six primary recovery support function outcomes: Community Planning and Capacity Building, Economic, Health and Social Services, Housing, Infrastructure, and Natural and Cultural Resources, with a focus specifically on Infrastructure and/or Natural Cultural Resources
This includes understanding how to efficiently facilitate the restoration of infrastructure systems and services to support a viable, sustainable community and improving resiliency to future disasters, and addressing long-term environmental and cultural resource recovery needs with an understanding of how to preserve, conserve, rehabilitate and restore natural, cultural and historic resources consistent with post-disaster community priorities and compliance with prevailing environmental and cultural resources laws

Required

Valid Driver's License (DL)
Completion of Form 700 within 30 days of appointment
Meet the Minimum Qualifications stated in the Classification Specification(s)

Preferred

A successful track record in implementing projects, including the ability to prioritize competing tasks and adapt to changes in timelines, schedules, and other events
Ability to work independently and as part of a team, take initiative, and multi-task to meet rigorous timelines
Ability to analyze and solve complex problems and recommend an effective course of action
Coordination, collaboration, and meeting facilitation skills to communicate and engage with a diverse set of stakeholders
Possess exceptional written and oral communication skills, with the ability to present information and express ideas in a clear, confident, and convincing manner
Ability to build fresh and innovative presentations using power point, Canva, or similar platforms
Be proficient in the use of various computer word processing, spreadsheet, and database applications and be willing to learn new technological tools and to incorporate them in daily tasks
Ability to interpret and apply current laws, rules, policies, and procedures
Experience reading and understanding technical and government regulations and policies
Possess strong organizational and time management skills
Demonstrate attention to details
Highly motivated with a strong work ethic
Be able to work in remote areas and makeshift office environment
