Information Technology Specialist (Applications Software)
U.S. Customs and Border Protection is part of the Department of Homeland Security, dedicated to securing America's borders. The Information Technology Specialist (Applications Software) will support the development and management of software applications, collaborating with stakeholders and development teams to ensure project goals are met efficiently.

Responsibilities
Coordinating with stakeholders, as well as application development teams to interpret, compose, validate, and translate functional requirements into technical requirements
Reviewing and interpreting policies, procedures, and strategies that govern the planning and delivery of application software services
Collaborating between the working groups and the Project/Program Manager (PM) to monitor project production and the deployment timeline expected to meet project goals and deadlines
Providing technical and project management support, performing duties such as planning and conducting projects aimed at improving the efficiency or effectiveness of all CBP program operations
Working in conjunction with the business analyst and development teams to create technical user stories and tasks, establishes project plans and roadmaps, and ensure the quality, functionality, and compliance of all systems and software are in accordance with CBP and OIT policies, procedures, and change management processes

Primary U.S. residency for at least three of the last five years

Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 01/12/2026
Individuals must have experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, Problem Solving
You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level
Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations
You must complete all assessments within 48 hours of receiving the URL to access the USA Hire Competency Based Assessments, if you received the link after the close of the announcement
There is a residency requirement for all applicants not currently employed by CBP
All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment
If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office
