DATA SYSTEMS MANAGER

Responsibilities

Applies technical expertise and business analysis to identify, evaluate and define complex systems scope and objectives to meet end-user needs. Evaluates, develops, and monitors changes, processes and procedures of the Systemwide Office for Civil Rights’ case management system and data; these responsibilities relate to manages user licenses, access control, and scaling of system, creating reports and training documents, and facilitating support tickets and change management
Provides technical expertise in identifying, evaluating and developing complex systems and procedures. Serves as a system manager of case management software application for UC's Systemwide Office of Civil Rights (SOCR), assisting leaders and the SOCR Data and Analytics Manager timely meet data requests from stakeholders. Creates highly technical specifications for systems across all Title IX (including Sexual Violence and Harassment Policy) and Local Implementation/Anti-Discrimination/Civil Rights (including Title VI, Title VII) offices across 10 campuses, LBNL, and the Office of the President. Takes lead on integration and acceptance testing plans and scenarios
Gathers, analyzes, prepares and summarizes recommendations for approval of business process and procedural documentation. Recommends and implements changes in processes and procedures. Negotiates with stakeholders on the creation of specifications. Manages and develops standardized policies and procedures to maintain data integrity, security, and efficiency, in accordance with UC’s security standards and protecting the highly-sensitive P4 data within the system. Initiates, facilitates, implements and documents work process changes. Prepares and approves and/or obtains approval for business process and procedural documentation
Gathers, analyzes, prepares and summarizes business and user needs, documenting requirements and revising existing system and process logic issues as necessary. Provides support and training on new applications. Performs highly complex analysis of business and user needs, documentation of requirements and translation into proper system and process requirement specifications. Provides advanced support and training on new applications. Mentors experienced Business Systems Analysts and may lead a team of business analyst professionals

Required

Minimum of 5 years of experience in systems management, information technology or similar field in an IT or technical setting required
Proficient knowledge of business and process analysis functions
Proficient knowledge of related areas of IT and demonstrated ability to address technical issues with a high level of sensitivity and complexity with respect to the subject matter
Demonstrated skills and knowledge of methodologies associated with process and software design, modification and implementation, in response to organization's needs
Self-motivated and works independently and collaboratively as part of a team. Able to learn effectively and meet deadlines. Demonstrates problem solving skills
Understanding and skill in complex process and systems requirement documentation standards, such as Use Case modeling, User Story creations and narrative description
Advanced knowledge of business processes and procedures, particularly with memorializing these processes into documents for internal and external reference
Demonstrated testing and test planning skills
Demonstrated effective communication and interpersonal skills. Demonstrated ability to communicate technical information to technical and non-technical personnel at various levels in the organization. Interpersonal and communications skills to work with both technical and non-technical personnel at various levels in the organization
Experience with working with different IT teams, including for infrastructure and information systems
Bachelor's degree in related area and / or equivalent experience / training required

Preferred

Minimum of 5 years of work in a higher education field preferred
Demonstrated experience with process analysis, systems analysis, process architectures and systems analysis methodologies and practices, including traditional waterfall, Agile Scrum, UML, UML Enterprise, etc
Experience managing cloud-based applications (Microsoft Azure, Salesforce) and/or managing support tickets (in JIRA)
Experience with systems with single sign on functions and access control
Able to understand and interpret university and industry-standard policies for security
Basic knowledge of SQL-coded web applications
Background in managing users across multiple locations
