SVP & Chief Procurement Officer
The City of New York is looking for a Senior Vice President and Chief Procurement Officer to oversee the New York City Housing Authority's procurement and contracting functions. Responsibilities
Oversee NYCHA procurements and contracts for goods, services, construction, and professional services, ensuring consistency with applicable federal, state, and City laws, HUD regulations, and NYCHA policies
Establish and maintain procurement policies, procedures, guidelines, and approval frameworks to ensure uniform application of procurement requirements across the Authority
Provide executive oversight of strategic sourcing activities, solicitation structures, and contract vehicles to support NYCHA’s operational and capital programs
Operationalize and evaluate procurement analytics, including spend analysis and performance reporting, to inform sourcing strategies, improve efficiency, and strengthen decision-making
Drive performance improvement through the use of market research, benchmarking, key performance indicators, and continuous process improvement initiatives
Oversee vendor responsibility determinations, integrity reviews, and vendor risk management activities to protect the Authority’s interests and ensure responsible contracting
Manage contract lifecycle standards, including vendor performance evaluation, compliance monitoring, and issue resolution
Provide executive oversight of NYCHA’s small-business, supplier mentorship, and Section 3 contracting programs, ensuring alignment with Authority goals and regulatory requirements
Interface with auditors, monitors, and oversight entities on procurement-related matters and support compliance reviews and correction actions as required
Analyze regulatory developments and directives affecting procurement and incorporate required changes into NYCHA’s procurement governance framework
Advise the Chief Administrative Officer and senior leadership on procurement-related risks, opportunities, and strategic considerations
Represent NYCHA in procurement-related discussions with City, State, and federal stakeholders, as appropriate
Qualification
Required
A baccalaureate degree from an accredited college or university and four years of full-time, satisfactory, professional experience in purchasing, procurement, contract administration or related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields
Education and/or experience equivalent to that described in '1' above. However, all candidates must have the eighteen months of supervisory, administrative, managerial or executive experience as described in '1' above
Possession of the Certified Public Purchasing Officer (CPPO) certificate issued by the National Institute of Government Purchasing may be substituted for up to one year of the required experience described in '1' above. However, all candidates must have the eighteen months of supervisory, administrative, managerial or executive experience as described in '1' above
