Sr. Professional Engineer (Port Tampa Bay)

Hillsborough County is seeking a Sr. Professional Engineer to perform licensed professional engineering and project management for various construction projects at Port Tampa Bay. The role involves overseeing complex capital projects, managing budgets, and providing guidance to junior engineers while ensuring compliance with local, state, and federal regulations.

Responsibilities

Manage the planning, concept development, procurement, and implementation of construction projects to assist in the port’s development plan. Oversees complicated and complex + capital projects, including wharfs, berths, cargo yards, buildings, Ship to Shore Cranes and others
Oversee consultants’ proposals, to ensure they meet project requirements, and hours reflect what would be anticipated for efforts requested
Prepares, reviews and signs and seals professional engineering reports, documents
Plans and specifications for small and large construction projects
Provides internal professional engineering recommendations and guidance on the compatibility and design of proposed acquisitions, project planning, estimating and engineering analysis
Supervises the preparation, revision, updating, and distribution of the department's/agency’s standards on specifications and estimating
Establishes design and construction budgets and monitor expenditures for budget conformance
Prepares budgets to include analyzing the budgets for reasonability, needs, and justification
Conducts pre-bid/preconstruction conferences, public meetings, issues construction notice to proceed and initiates work orders
Provides mentorship and guidance for junior engineers and technicians
Coordinates with various local, state and federal permitting agencies and regulatory agencies for grants. Leads permitting efforts for complex projects, with City of Tampa, Hillsborough County, Florida Department of Environmental Protection, Army Corp of Engineers and others
Performs other duties as assigned

Required

Professional Engineering License in the State of Florida
Bachelor's Degree from an accredited college or university with a major in engineering
Six or more years of post-registration experience as a Professional Engineer
Knowledge of Port policies, procedures and standards
Knowledge of construction civil works activities and professional standards of those activities
Knowledge of project management, design, construction, and logistics management
Ability to perform engineering calculations for either structural, civil, electrical or mechanical engineering
Knowledge of regulatory statues and standards from local, state and federal agencies
Ability to direct a draftsman in the creation of minor engineering project plans
Ability in the creation of major capitol works construction documents
Must possess great organizational and time management skills
Must possess honesty, integrity and sound professional judgment
Demonstrated management skills with the ability to multi-task
Ability to manage, train, schedule, assign, monitor, review, and evaluate assigned staff
The flexibility to adapt to frequent changes and to work outside of normal working hours if needed
Ability to interact effectively, confidently and professionally with PTB officials and employees, other government officials, PTB tenants and the general public
Ability to work under pressure and handle multiple priorities
Operates in high-risk maritime environments, ensuring infrastructure reliability under hurricane-prone conditions
Incumbent must possess a current and valid Florida Motor Vehicle Operator's License or capable of obtaining one within thirty days from the date of hire
Must successfully pass a seaport security background check and compliance for a Transportation Worker Identification Credential (TWIC)
Moderate – Occasionally lifts up to 50 pounds

Preferred

May be required to obtain license as a drone pilot
May be required to operate a boat in the Port marine environment
May be required to be scuba certified to assist in the inspection of the port marine infrastructure
