Workday Application Analyst, Senior
Pinellas County Government is seeking a Senior Workday Application Analyst to support and enhance their enterprise Human Capital Management system powered by Workday. The role involves configuration, reporting, and integrations of the Workday platform, ensuring compliance with regulations and improving workforce management.
Responsibilities
Assist with leading the configuration, maintenance, and optimization of the Workday platform to support Human Resources operations in compliance with public-sector regulations
Collaborate with HR and IT divisions to assess system needs, design process improvements, and implement new functionality that aligns with agency goals and statutory requirements
Manage and execute system configuration in areas such as HCM, Benefits, Learning and Development, Compensation, and Recruiting, ensuring alignment with state and federal employment policies
Develop, test, and deploy new Workday features during biannual release cycles; perform regression testing and coordinate with functional leads to validate changes
Create and maintain Workday reports, dashboards, and analytics to support management decision-making, transparency, and compliance reporting (EEO, ACA, etc.)
Ensure the accuracy and confidentiality of employee data through proactive audits, security reviews, and adherence to privacy and retention standards
Manage integrations between Workday and other government systems (e.g., background providers, employee badging systems, or benefits carriers)
Troubleshoot and resolve complex system and data issues; serve as liaison with IT, the Workday Community, and external vendors for escalated support
Document system configurations, business processes, and standard operating procedures to support continuity and standardization among users (managers, employees, IT, HR, etc.)
Mentor and provide technical guidance to junior analysts and HRIS staff
Participate in cross-functional project teams focused on modernization, automation, and digital transformation initiatives
Qualification
Required
Three (3) or more years of progressively responsible experience supporting Workday Human Capital Management HCM or a similar HCM in a complex organization and a Bachelor's degree in Information Systems, Human Resources, Business Administration, or related field; or; an equivalent combination of education, training, and/or experience
Strong analytical, troubleshooting, and data validation skills
Experience supporting compliance with policies, rules, and applicable state/federal laws (e.g., FLSA, FMLA, HIPAA)
Preferred
Demonstrated experience in system configuration, business process design, and functional administration of Workday modules
Hands-on experience with Workday integrations, Enterprise Interface Builder (EIBs), and calculated fields
Workday Pro Certification or equivalent certification(s)
Experience leading or supporting system implementations, module deployments, or upgrade projects
Familiarity with data security, records retention, and accessibility standards applicable to public systems
Strong understanding of HR, Learning and Development, and benefits processes
Excellent written and verbal communication skills; ability to translate technical information for non-technical stakeholders
Strong project management and documentation abilities
Commitment to data accuracy, system integrity, and continuous improvement
Collaborative mindset with the ability to build effective relationships across departments
