Electrical/Instrumentation Technician I/II

Responsibilities

Troubleshoots electrical and instrument problems in all systems at plants, pumping and lift stations, and buildings
Uses a variety of equipment to test systems including analog/digital meters; ohm meters; high voltage meters; amp meters; high potential testers; calibrators, and data recorders
Identifies and isolates faulty electric, electronic, pneumatic, hydraulic and computerized parts, components, circuits or panels; repairs, fabricates or replaces parts, components or circuits; installs new or repaired parts or components. May modernize and upgrade systems and components where economically advantageous
Performs corrective, preventive, and predictive maintenance, testing and calibration on analyzers, leak detectors, telephonic public address (PA) systems, fire systems, security systems, radio equipment, standby generators, personal air monitoring equipment, motor bearings, services, motor control panels, distribution panels, electrical components, instrumentation; screens, valves, gates, dampers, actuators, boilers, conveyers, HVAC, and other related equipment and appurtenances on a regular basis
Schedules, oversees, inspects work performed by contractors and vendors; specifies tasks to be performed; monitors compliance testing and performance issues associated with the contract; and assists in project or contract completion
Maintains comprehensive logs on completed maintenance; researches components and products; requisitions and maintains an adequate inventory of necessary spare parts, shop, and vehicle supplies
Reviews and updates electrical plans, specifications, wiring diagrams, and schematics
Programs, troubleshoots, and modifies programmable logic controllers (PLCs), Supervisory Control and Data Acquisition (SCADA), and distributed control systems (DCS)
Documents work, provides updates on open work orders, and completes work orders in the computerized maintenance management system (CMMS)
Performs work in a safe manner at all times; complies with safety and health policies, procedures and practices; attends and completes all mandatory safety training courses and events; and works to insure the safety of co-workers and the general public

Required

High School Graduation or equivalent is required
Electrical/Instrumentation I - Two (2) years of experience performing skilled electrical and/or instrumentation work
Electrical/Instrumentation II - Four (4) years of experience performing skilled high and low voltage electrical and/or instrumentation work in a water/wastewater facility or an industrial setting
A valid California class C driver's license must be maintained at all times
Electrical/Instrumentation Technician I: A California Water Environment Association (CWEA) Grade I Electrical/Instrumentation Technician Certification is required within 12 months of employment
Electrical/Instrumentation Technician II: A CWEA Grade II Electrical/Instrumentation Technician Certification is required
Principles and techniques of maintaining and repairing electrical and instrumentation equipment
Electrical and instrumentation troubleshooting methods and procedures
Electrical components and wiring configurations used in industrial systems
Testing procedures used to detect problems, including operation of test instruments
Equipment associated with water reclamation plants; composting facilities; water treatment plants; pumping stations; lift stations, tanks; and building automation systems
Water treatment and distribution, reclaimed water, composting, and pumping processes
Control systems and PLC, SCADA, and DCS troubleshooting, repair, and programming
Safety practices and procedures including but not limited to high and low voltage, lockout/tagout, confined spaces, and safety data sheets (SDS)
National Electric Code, Occupational Safety & Health Administration (OSHA) safe practices, and International Society of Automation (ISA) standards
Read and interpret drawings, diagrams, and schematics including loop drawings and Piping and Instrumentation Diagrams (P&IDs)
Provide guidance to less experienced technicians, operators, and others
Update plans, drawings and schematics
Perform competent repair work and troubleshoot all plant electrical/instrumentation components
Understand control systems
Utilize on-going corrective, preventive, and predictive maintenance programs
Use Operations and Maintenance (O&M) Manuals
Operate office equipment, including computers and supporting word processing, spreadsheet, email, database, and computerized maintenance management systems (CMMS)
Work independently
Learn and apply new information and technology
Understand the National Electrical Code and International Society of Automation standards, as well as building codes, safety codes, and other applicable codes
Perform work in a safe manner and in compliance with safety standards, practices, policies, and procedures
Work occasional overtime and respond to after-hour emergencies
Sufficient eyesight to read plans, specifications, manuals, and standard text and data
Able to distinguish varying colors
Ability to speak and hear at normal conversational levels in person and over the telephone
Manual dexterity to write legibly and to use electrical test equipment
Ability to lift and carry up to approximately forty pounds and to reach, bend, or crouch to inspect equipment
Ability to walk on uneven and slippery surfaces
Exposure to outdoors and high noise levels as created by large pumps
Ability to travel to different sites and locations
Ability to wear a respirator and other required personal protective equipment (PPE)
Ability to climb ladders and work from heights in excess of 8 feet
Ability to work in confined spaces

Preferred

Successful completion of a recognized electrical or instrumentation apprenticeship is desirable
One or more of the following certifications are highly desirable: CWEA Grade I, II, III or 4 Electrical/Instrumentation Technician Certification, State of California Grade III Water Distribution Certification, State of California Grade III Water Treatment Certification, State of California Grade III Wastewater Treatment Certification, California State Department of Industrial Relations Electrician Certification
