Environmental Program Supervisor -Environmental Operations Team

Responsibilities
Perform all functions of a Senior Environmental Specialist
Assist with negotiating and preparing contracts with service providers
Monitor service quality of contractors and recommend changes
Develop and implement program service standards, policies and procedures
Monitor program-related legislation, rules, and regulations and impacts on programs
Monitor and evaluate program and/or grant compliance
Evaluate and recommend management systems and program equipment
Oversee information management/electronic record systems related to program assignment
Collect, analyze and interpret program data including statistical, narrative and anecdotal reports, staff input and other information
Prepare program/unit annual work plans and monitor progress, achievements, and outcomes
Implement performance measurement and quality improvement processes
Represent department on state and regional workgroup, task force, or committees on program-related issues
Assure the implementation of County policies, procedures, rules, and regulations
Assure the implementation of state operating rules
Perform other duties as assigned
Oversee investigation of complaints, documentation of conditions, and issuance of corrective orders within the program
Plan and develop environmental program initiatives in collaboration with local, regional and state agencies
Plan, coordinate, and evaluate the delivery of services to regulated facilities, businesses, community groups, local government agencies, and other agencies
Educate individuals and organizations on the meaning, purpose, and benefit of environmental public health laws and how to comply
Conduct and monitor environmental public health enforcement activities and coordinate notification of violations among appropriate agencies
Interview and make staff recommendations
Create and manage work schedules
Provide work direction and review work for accuracy
Develop and facilitate staff training
Provide leadership and direction to teams and individual staff
Integrate the organization's mission into the department's day-to-day business
Guide staff through changes in laws, processes, services or programs
Respond to grievances or special issues
Conduct performance reviews
Identify, promote, and implement employee engagement opportunities
Assist with annual budget preparation for assigned programs
Project and monitor expenses and revenues
Evaluate and assess technology, materials, equipment and staff needs
Participate in the development of program grants or funding opportunities
Authorize service expenditures
Qualification
Required
Bachelor's degree in public health, environmental health, industrial or occupational safety, physical, chemical or biological science, or related field
Five (5) years of full-time professional environmental experience
Minimum of one full-time year as a lead worker, or equivalent
Strong written and verbal communication skills
Ability to provide useful and honest feedback to direct reports, peers, and department leadership
Knowledge of actual and potential environmental problems that affect public health
Knowledge of program planning and development
Knowledge of Public Health federal state and local laws, rules and regulations
Knowledge of investigation methods including knowledge of basic epidemiological methods
Working knowledge of basic health principles as they relate to public health and environmental health
Working knowledge of program development and evaluation methods
Preferred
Master's degree in public health, environmental health or physical/biologic science areas
Professional experience providing customer service to the public and an understanding of cultural competency, diversity, inclusion, and health equity
Professional experience leading and supervising staff or contractors
Experience with local government procurement processes such as requests for proposals
Familiarity with operational and equipment/facility protocols for the proper management of household hazardous waste
