Responsibilities

Utilize professional engineering license to apply current engineering principles and theories, design specifications, and federal, state, and local standards to construct transportation projects. These projects consist of new construction or reconstruction of intersections, corridor widening, roadway surface treatment, bridge improvements, etc
Operate as the Chief Engineer’s duly authorized representative in direct charge of the work and is responsible for the administrative and satisfactory completion of transportation projects under construction
Certify that the contractor’s equipment, materials, workmanship, and products conform with the contract, plans, and specifications by supervising, performing detailed inspections, and maintaining proper documentation
Complete ratings and reviews for project consultant and review consultant and contractor compliance with federally mandated programs and state requirements (i.e. EEO, AA, Davis-Bacon, OSHA, ADA, local ordinances, etc.)
Oversee local agency projects and ensure they are built according to plans, specifications, and follow all federal and state regulations and processes
Prepare an accurate account of pay quantities, project activities, correspondence, conditions, and problems
Complete various written and computer-generated reports
Act as the primary CDOT contact regarding project issues and questions
Prepare and organize all plan documents and bid packages so they are disseminated properly, filed appropriately, and completely as required
Serve as a CDOT representative and provide expertise at meetings with public, local/state entities, businesses, railroads, special interest groups, and utilities
Communicate with personnel in Head Quarters and other Region offices to exchange information, and request recommendations and clarifications regarding project development and design (i.e. Survey, Bridge, Environmental, Right-of-Way, Hydraulic, Traffic and Maintenance)
Participate on committees, task forces, and/or steering committees to help CDOT implement improvements and meet department goals
Perform project scheduling and coordinate multiple project efforts to meet advertisement dates and direct personal and residency efforts to make the various schedules and budgets work
Use guidelines as appropriate to provide correct pay items and other project budgetary information
Manage the work of consultants in order to accomplish project completions
Inspect work performed by the contractor to ensure compliance with the standards and specifications for the particular project
Responsible for the work hour estimates for task order preparation, approval and processing of consultant billings, and review of consultant deliverables
Rate and review consultant projects and review consultant and contractor compliance with federally mandated programs and state requirements (i.e. EEO, AA, Davis-Bacon, OSHA, ADA, local ordinances, etc.)
Develop scope of services and initiate task orders in coordination with Region 3 Business Office’s practice guidelines
Negotiate with consultants the work hours necessary to complete the work defined in the scope of services
Negotiate and recommend approval of task orders or supplemental contracts required for consultant services
Utilize professional engineering license to apply current engineering principles and theories, design specifications, and federal, state, and local design standards to develop plan sets and specifications for roadway projects. These projects consist of new construction or reconstruction of intersections, corridor widening, roadway surface treatment, bridge improvements, etc
Request field survey, environmental study, traffic data, right-of-way information, hydrology/hydraulic design, structural design, utility locations/relocations, and other information as required
Organize scoping meeting, Final Inspection Review, and Final Office Review meetings; work with Materials, Environmental, Traffic, Bridge, Survey, Utility and ROW, local stakeholders, and other specialty units to clear the project before advertisement
Evaluate proposed designs and determine changes regarding a project to improve serviceability, safety, maintenance and affordability
Prepare and review plans, make decisions regarding layouts, alignments, standard designs, tabulations, specifications, quantities, acquisitions and clearances, etc., and prepare bid packages
Ensure timely project advertisement, while meeting both design and construction budgets
Utilize the Professional Engineer’s experience and judgment to approve designs for assigned projects and to stamp the engineering plans
Oversee work of other positions at CDOT
Train and mentor less experienced project staff, as well as train consultants on site as needed

Required

Current enrollment as an Engineer Intern by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors
One (1) year of professional experience in an occupational field related to the work assigned to the position
A current valid driver license is required for all Colorado Department of Transportation (CDOT) positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position
It is a CDOT condition of employment that individuals hired for Engineer-In-Training positions must also licensure as a professional engineer by the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors within eight years of initial appointment to an EIT position
Must pass a pre-employment screening which may include social security number trace, criminal records check, public court records check, educational records, and driving records checks

Maintain current working knowledge of engineering processes, theories, laws, principles, conceptual models, and best practices
Interest in working on Construction Management/General Contractor (CM/GC) projects
Ability to manage multiple assignments, priorities, and projects in a demanding environment
Ability to work under tight deadlines and be adaptable to changing assignments
