Responsibilities

Manages energy and water collection, including oversight of the hydroelectric plants, raw water system, and relevant standards, specifications, and codes
Examines programs, procedures and infrastructure for effectiveness and reports findings and recommendations. Prepares, reviews, and presents staff reports including those for City Council meetings
Provides staff subject matter expert input and support to the City Land Planning and Permitting functions, Drought program, source water protection, water and energy supply forecasting and budgeting, and Integrated Water Resources Plan (IWRP) implementation
Manages team effectively to coordinate system repairs, maintenance, and other development or capital project-driven requests
In coordination with the Raw Water and Hydroelectric Supervisor, determines and directs action taken during emergency situations, in accordance with regulation and established policy, procedures, and guidelines
Oversight of the water and energy portfolio related projects; ability to manage the scope of projects to ensure acceptable deliverables; analyzes data, prepares supply/demand forecasts, business reports, and strategic plans to make recommendations regarding energy and water portfolios
Produces independent work, mentors, and oversees the work plans of the other programs managers as assigned, and keeps the Director informed
Represents Utilities Department with respective Ditch Boards as a member and/or Board Member, as may be necessary. Performs Ditch Board functions, as necessary
Responds to utility related citizen and media inquiries and proactively represents the department to elected officials, outside agencies and other departments. Provides Director with support and staff resources as requested
Attends and participates in water related meetings with Federal, State, and Local governments, Non-Profits, and other stakeholders
Advises on design, construction, and start-up of capital projects pertaining to the raw water and hydroelectric systems. Organizes staff effectively to collect and report data to inform data-driven decisions in the project design phase. Organizes staff effectively to assist Project Management team with planning, scheduling, coordinating, and managing associated projects. Acts as project management lead for operational-scale projects in functional area of expertise and as assigned by the Director of Utilities
Advises the Engineering Department on Land Use and Development Review permit projects which affect the raw water system, ditches, and/or require compliance with Utilities Department standards
In coordination with the Project Management team, oversees the implementation of maintenance and capital improvement projects and programs for the raw water and hydroelectric systems, which includes directing engineering studies, long-range infrastructure planning, establishing capital work programs, and all associated elements to ensure their successful completion. Allocates assigned resources and consulting services accordingly
Executes leadership and supervision responsibilities through sound judgment, focusing on quality improvement, managing, and resolving conflict, fostering a culture of accountability, clearly defining responsibilities and expectations, setting goals, providing motivation and performance feedback, recognizing contributions, and encouraging training and development
Creates and fosters a collaborative working environment between functional work groups
Motivates employees to perform to the best of their abilities, provides timely employee job performance evaluation and feedback, and initiate recognition and disciplinary procedures where appropriate
Assists the Director in the development and implementation of departmental policies, goals, objectives, procedures, and priorities for water and power portfolios, hydroelectric systems, raw water and ditch systems
Works with management and staff to identify and develop raw water and hydroelectric specific standard operating procedures, practices and their implementation and review
Develops and administers the budget for raw water and hydroelectric department operations
Works with Raw Water and Hydroelectric Supervisor to develop and approves the forecast of funds needed for staffing, equipment, materials, and supplies for raw water and hydroelectric department operations
Works with GIS Specialist to identify and develop the budget for Utilities GIS operations
Approves the forecast of funds needed for staffing, equipment, materials, and supplies for Utilities GIS operations
Contributes to the preparation of water and electric rates, fees, and charges with the Utilities Business Manager and Utilities Director
Approves expenditures and implements budgetary adjustments
Works with City staff to solicit proposals, create vendor contracts, open requisitions and purchase orders, and review/approve invoices from contractors and vendors that provide services to the Utility Department

Required

Bachelor's Degree in engineering, hydrology, science, or a related field
Eight years of progressively responsible professional experience in utility operation, hydrology, water rights, water and power portfolio administration and management, or related experience
Five years of supervisory responsibility preferred
Equivalent combination of education and experience may be considered
Must be proficient with Microsoft Word, Excel, and Outlook (Email)
Must have a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms
Must possess a valid Colorado Driver's License or be able to obtain one within 30 days of start date
Must be a registered Professional Engineer (PE) in the state of Colorado or Professional Hydrologist, or be able to obtain licensure within six months of hire

Preferred

Grant-writing and understanding of Federal and State Grant Programs
Familiarity with Federal Energy Regulatory Commission (FERC) processes and procedures
Proficiency or expertise with GIS
Experience in operating or managing hydroelectric generation facilities
Demonstrates discretion and aptitude in managing municipal water rights portfolio
Has established water industry relationships within the federal government, state government, and NGOs (i.e. CRWCD, CWCB, etc)
