Wastewater Maintenance Superintendent

Responsibilities
Supervises, provides guidance to, and reviews the work of staff to accomplish operational plans and results
Plans and oversees business area workflow and time utilization of staff; assigns and communicates daily activities and deadlines to staff
Assesses, plans, and implements best practice standards and assures compliance with all regulatory guidelines; compiles and submits data and reports
Prioritizes approved and non-routine construction and maintenance projects; creates and recommends the annual work plan including evaluating fund availability, and staffing and procurement requirements, and logistics of necessary materials, equipment, and supplies
Utilizes the City's work order management system to track work performed by and scheduled for staff; reviews and prepares work performance and accomplishment reports to identify areas for improved efficiencies and effectiveness
Inspects completed work to evaluate quality, efficiency, and compliance; follows up with appropriate feedback and guidance or recommends re-training personnel as identified/observed
Conducts research and analyzes wastewater collection data daily; generates a variety of technical computer-based reports to assist in evaluation of the system’s efficiency and identification of problems and potential solutions
Inspects and evaluates wastewater systems operation, evaluates functionality and efficiency of mechanical systems; prepares technical reports of status and findings and recommends courses of action to or improve production levels and correct defects
Supervises and/or performs the diagnoses of defects in the collection system and related equipment and structures; assists field crews in the installation, repair, and maintenance of wastewater systems, as necessary
Purchases, dispenses, and monitors maintenance, electrical, and utility field operations inventory items; evaluates and modifies policies and procedures to maximize use of material and fiscal resources
Estimates time and materials required for projects and programs; prepares requisitions, maintains inventory, and distributes supplies and equipment required to accomplish daily tasks; utilizes the City's computerized purchasing system to procure required supplies and equipment and monitors expenditures
Reviews monthly invoices from Broward County and Fort Lauderdale for wastewater treatment accuracy and payment; compares wastewater bills to pump run times; confirms accuracy and approves payments; performs cost analyses and annual cost projections of these services as part of the annual budget process
Trains personnel in confined and hazardous space entry, safety, maintenance, and operations procedures required by the city, OSHA and other regulatory agencies
Monitors the maintenance of vehicles used in daily activities; ensures the maintenance of equipment, machines, and tools according to standards and applicable codes; enforces safety regulations among personnel
Receives, reviews, prepares, and/or submits a variety of documents such as personnel forms, budget documents, purchase requisitions, work orders, mileage, safety, and repair reports, zoning maps, production and technical reports, engineering plans and blueprints, accident reports, and a variety of correspondence
Provides residents with correct answers, information, resolutions, or referrals to appropriate City personnel in responses to inquiries and complaints; dispatches and/or investigates complaints received from the public
May visit sites of reported emergency situations; confirms the conditions, responsible party, course of action, and reviews submitted reports of such; informs appropriate city personnel, departments or external agencies of conditions and corrective measures
Keeps abreast of current trends and theories in wastewater collection and maintenance; recommends, as appropriate, modifications to increase effectiveness and efficiency of the current system
Ensures that all applicable standard operating procedures for the wastewater collection system operations are in place, updated, maintained and implemented
Reviews and makes requests/recommendations, based on operational experience, for water and wastewater distribution project plans and specifications
Provides support to Project Managers on maintenance and capital improvement projects
Adheres to all City and public health and safety guidelines and protocols; performs job functions in a safe manner and reports all safety hazards per established policies and procedures
Maintains quality communication and interaction with all City employees, representatives from external organizations, and the public to maintain good will toward the city and to project a positive City image

Maintains on-call work availability as assigned, to prepare for, respond to, or recover from a hurricane, tropical weather event, or other emergency to meet the city’s obligation to remain operational before, during, and after the event; duties assigned may or may not be typical of the job and are contingent upon the needs of the city and the residents because of the event
Reviews and evaluates work methods and procedures and meets with management staff to identify and resolve problems
Assesses and monitors workload; identifies opportunities for improvement and implements changes
Selects, trains, motivates, and evaluates staff; provides or coordinates staff training; works with staff to correct deficiencies; makes recommendations regarding discipline and termination
Qualification
Required
High school or GED required; supplemented by four (4) years of progressively responsible experience in water and wastewater operations, including at least two (2) years in a supervisory role; or an equivalent combination of education, certification, training and/or experience
Must possess and maintain a valid State of Florida Driver License and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines
National Incident Management System (NIMS) training will be required (and sponsored) according to job duties and responsibilities
Must possess or obtain a Florida Department of Environmental Protection (FDEP) and a Wastewater Collection System Class “A” Certification within one (1) year of employment
Preferred
Associate degree in applied science, engineering fundamentals, or related field and four (4) years of experience supervising water and wastewater operations
Water Distribution System Operator Level II License from Florida Department of Environmental Protection (FDEP)
