City Engineer/Deputy Public Works Director
NEOGOV is seeking a City Engineer/Deputy Public Works Director for the City of Washougal. The role involves managing engineering duties related to the city's infrastructure, including project management, budget development, and compliance with regulations.

Responsibilities
Responsible for a variety of project management functions including the coordination of professional service providers and contractors tasked with the delivery of capital projects. Facilitate pre-construction meetings with contractors, consultants and appropriate City staff
Review a variety of documents that include construction drawings, engineering plan specifications and construction standards. Negotiate, review and draft change orders for administrative or Council approval. Advise consultants and make recommendations to specifications for compliance as necessary
Prepare long range plans for Water, Wastewater, Transportation, Stormwater, Parks and Facilities
Participate in the development of the division’s budget that includes the forecasting of funds needed for capital projects, compliance needs, staffing needs and equipment. Monitor and approve expenditures and implement adjustments
Calculate engineering estimates, material quantities. Prepare and compile project documents, specifications and copies
Provide customer service to both internal and external customers. Respond to questions and inquiries from contractors, the public, City Council, Mayor and staff members. Provide lot dimensions, copies of maps, plats and various other project information. Inspect, review and issue ROW permits
Compile and present data collected from field inspections. Set up meetings with appropriate City departments to recommend maintenance program improvements for water quality and distribution facilities, Wastewater Treatment Plant and collections, pavement management, stormwater management program and other facilities. Present recommendations for improvements for staff and City Council
Responsible for the management of assigned staff, services and activities of the Engineering Department including, recruitment and selection, training and motivating and performance evaluation. Work with employees to correct deficiencies, implement discipline and termination procedures
Work directly with the City Manager on capital projects, specifically in pursuing federal, state and local programs to secure grant funds, appropriations, and low interest loans
Coordinate with the Community Development Department on development review issues
Other duties as needed
Function as Acting Public Works Director when the Public Works Director is not available, and makes department wide decisions, determinations, and recommendations
Assist in the preparation of grant applications for capital projects
Attend various regional coordination meetings such as Clark County Coordinated Water System Planning, Regional Sewer Coalition, Water Inventory Resources Area, Stormwater Coalition, and the Regional Transportation Advisory Committee
Qualification
Required
Bachelor's degree or equivalent in Engineering, preferably civil engineering
Certification as a Professional Engineer
Five years of increasingly responsible engineering experience, including two years of administrative and supervisory responsibility
Ability to read and interpret plans, specifications and drawings
Ability to administer contracts and engineering designs
Highly skilled in utilizing the Microsoft suite of programs and AutoCAD
Ability to use and navigate the County GIS system
Ability to present complex subject matter in a comprehendible format
Knowledge of standard management principles and practices
Knowledge of engineering principles and practices
Knowledge of Federal, State and local policies, laws, regulations and standards
Interpersonal, teamwork, and customer service skills
Decision making and problem analysis skills
Ability to speak, understand, read, and write English
Ability to exercise creativity and use of discretion
Ability to perform both basic and advanced math (add, subtract, multiply, divide and database setup, setting system defaults, some software modification)

Frequent hearing and talking
Frequent handling, feeling, repetitive motions of the hands and wrists
Ability to lift, push, pull and carry ten pounds
