Director, Technical Programs

The Director of Technical Programs will provide strategic leadership and execution oversight across the technical and operational programs supporting PayPal Complete Payments, guiding complex initiatives and ensuring alignment with product priorities and business objectives.

Responsibilities
Scope: The project & program responsibilities are focused on the delivery of a product or computer-based system from design to release for customers
Develop and implement the strategic vision for engineering operational programs
Oversee the planning and execution of engineering programs
Ensure alignment of engineering programs with business goals
Manage and mentor program managers and engineering teams
Monitor program performance and drive continuous improvement
Communicate program status and strategic initiatives to executive leadership
Manage program budgets and financials
Provide program leadership and oversight across strategic initiatives supporting PPCP, ensuring delivery aligns with engineering, product, and business goals
Implement and evolve governance, reporting, and delivery frameworks that improve execution consistency, visibility, and communication
Partner with Product Management, Engineering, Architecture, Design, Operations, and business stakeholders to define roadmaps, scope, and priorities
Lead program execution including milestone management, risk and issue remediation, dependency tracking, and cross-functional coordination
Hire, mentor, and develop a high-performing team of program managers while building trusted relationships across organizational boundaries
Streamline processes, enhance tooling, and drive operating improvements that increase delivery velocity, predictability, and transparency
Communicate program updates clearly and consistently to executives, senior leaders, and cross-functional partners
Qualification
Required
10+ years relevant experience and a Bachelor's degree OR Any equivalent combination of education and experience
Proven ability to manage large, complex engineering programs
Preferred
Bachelor's degree in business, engineering, computer science, or related field; MBA or other graduate degree preferred
10+ years of experience leading complex program or portfolio execution in technical environments
Experience in fintech, payments, SaaS, or large-scale platform delivery
Strong leadership, communication, and stakeholder-management skills with the ability to influence across technical and non-technical teams
Demonstrated ability to drive results, improve processes, and build high-performing teams
