Director of Human Resources Operations
The University of Massachusetts is seeking a Director of Human Resources Operations who will lead the development and implementation of HR strategies across the University. This role includes managing HR systems, ensuring compliance, and collaborating with various departments to enhance HR operations and processes.

Responsibilities
Provides leadership, direction and guidance to President’s Office CHRO with respect to HRIS uses and needs that impact the operations of the University
Leads University-wide ‘HR Leads Team’ which includes HR operations representatives from each campus
Manages the HR Operations staff responsible for:
HR records/HRIS (Human Resources Information System): Ensure that all entry into the Human Resources Management System (HRMS) system is completed in a timely manner
Ensures that employee personnel files are maintained – both hard-copy and digital records residing in HRIS
Conducts audits on data that is maintained in HRIS
Collaborates with Payroll to ensure accurate and timely administration of pay practices, especially time off and time and attendance policies, and benefit plan deductions
Manages the configuration of HRMS and payroll system to include system upgrades
Provides ad-hoc reporting for internal and external use including Summit Dashboard reports
Serves as the Business Lead on the following systems: (PeopleSoft, SoftDocs)
HRIS module steward for HR, Benefits, Training, Reporting, and ePAFs
Serves as the President’s Office ‘Data Custodian’ which approves new or changes to access and new roles within the HRIS system. (PeopleSoft)
Provides guidance to the CHRO on process changes, enhancements and modifications, identifying issues and recommending solutions
Assures system integrity and compliance with protocols and policies
Audits capabilities and data for accuracy, integrity, and functionality
Supports subject matter experts by analyzing data flows for process improvement opportunities
Provides end-user training for PeopleSoft HR applications
Conducts HRIS testing
Provides trouble shooting and problem solving assistance
Collaborates with campuses and UITS on new or changes to system functionality or implementation of new HRIS initiatives
Collaborates with the EST to determine appropriate earnings codes to be implemented
Collaborates with the Budget Office and oversees position management processes including the creation, elimination or reassignment of positions
Collaborates with the HR Leads University-wide initiatives; overseeing the policies, procedures and processes required for the President’s Office
Provides HRIS subject matter expertise on Sprintax and foreign nationals
Serves as primary representative of the President’s Office at HR Leads meetings, Summit Leads meetings, and with the implementation of new HRIS modules
Participates in the design and implementation of future HR systems
University-wide point of contact for the Veteran’s and IWDA reporting requirements
University-wide point of contact for HRIS feeds to state agencies and benefit vendors
In collaboration with the Innovation Team, create query of new hires and terminations (daily)
Prepare information for data request from the Chronicle of Higher Education and collaborate with the Director of Recruiting and Compensation on submission of data
Run various ad hoc reports requested by members of the President’s Office and campuses
A&F Senior Management Team (SMT) – serves as a member of the SMT which consists of A&F department leaders in the President’s Office; the SMT annually develops a strategic plan known as a ‘roadmap’ of projects to improve various A&F functions across the University
Budget Management – works with the CHRO, the DHRO develops and maintains the annual operating budget for the Human Resources Department within the President’s Office
Position Management – oversees position management process to include creation/elimination/reassignment of position numbers as needed. Works in collaboration with Budgets Group
Audit Liaison - supports internal or external audit initiatives dealing with HRIS and provides ad-hoc information for the annual financial statements
Effectively plans, set priorities and manages several complex projects simultaneously while meeting strict deadlines by using strategic and analytical thinking
Various projects within the President’s Office and across the campuses
Other responsibilities as required
Qualification
Required
Bachelor's Degree in Business, Finance, Human Resources or other related field, or equivalent combination of education and experience in those fields
7 – 10 years of progressively responsible experience with computerized Human Resources, payroll and time entry systems
3 – 4 years of previous experience with HRMS (PeopleSoft)
Knowledge of HRMS reporting/query tools
Project management or systems implementation experience
Must have a high standard of professionalism and attention to detail while maintaining a very strong sense of confidentiality
Effective verbal and written communication competence, including demonstrated experience in presentation to diverse audiences up to executive level
Preferred
Relevant experience in public higher education and/or governmental agencies
Experience with products such as Oracle Cloud and Workday
