Functional Program Analyst 3 (HCBM Contracts Analyst)
NEOGOV is seeking a qualified individual for the Functional Program Analyst 3 (HCBM Contracts Analyst) position within the Office of the Insurance Commissioner in Washington. This role involves reviewing and analyzing contracts to ensure compliance with state and federal regulations, playing a vital part in maintaining the integrity of the health care system.

Responsibilities
Review and analyze contracts between insurance companies, health care benefit managers, and health care providers (such as hospitals, clinics, and physicians) to ensure they comply with state and federal requirements
Examine complex contract documents—including master agreements, amendments, Statements of Work, and Business Associate Agreements—to identify issues, risks, or non-compliant provisions
Understand and evaluate how different parties (insurers, vendors, third-party administrators, and providers) are connected through contract relationships and how those relationships affect provider networks
Apply laws, regulations, and regulatory guidance to real-world contracts and clearly document your findings and recommendations
Communicate review results and compliance concerns with insurance companies, vendors, attorneys, and third-party filers in a professional and solutions-oriented manner
Work closely with supervisors and team members to discuss complex issues, ensure consistent review standards, and resolve contract questions
Research regulatory requirements and provide guidance to internal staff and external stakeholders related to provider network management and contract compliance
Track contract reviews and outcomes to support timely approvals and accurate regulatory records
Participate in training and assist with other projects or duties as assigned
Qualification
Required
Six (6) years of professional work experience in areas such as contract management, drafting and/or review of legal documents; regulatory examinations, regulatory compliance, claims; or health care benefit plan design, distribution, or administration
Intermediate-level skills in Microsoft Outlook, Word, and Excel
Preferred
Advanced skills and experience in Microsoft Outlook, Excel, and Word
Demonstrated experience organizing work, establishing timelines, and meeting deadlines
