Capital Project Manager
Climeaction is an international engineering and delivery organization seeking an experienced Capital Project Manager to lead utility system capital projects at a manufacturing facility in Camas, Washington. The role involves managing projects from concept through commissioning, focusing on safety, cost control, and performance outcomes within a live manufacturing environment.

Responsibilities
Lead the delivery of utility system capital projects, including chillers, HVAC, boilers, steam, hot water, and supporting infrastructure
Own end-to-end project management, including scope definition, budgeting, scheduling, procurement, contractor management, installation oversight, commissioning, and close-out
Act as the on-site project lead, coordinating daily with client engineering, facilities, EHS, operations, and external vendors
Manage contractors and specialist suppliers, ensuring works are delivered safely, to specification, on time, and within approved budgets
Review and approve engineering designs, method statements, commissioning plans, and technical submittals
Ensure full compliance with site safety standards, permitting requirements, and change management processes
Support performance validation, handover documentation, and operational readiness of completed systems
Track project progress, risks, and costs, and provide clear, structured updates to client and Climeaction stakeholders
Collaborate with Climeaction’s wider technical team to align capital delivery with long-term utility performance and energy objectives
Qualification
Required
7+ years of experience delivering capital projects within industrial, pharmaceutical, medical device, or advanced manufacturing environments
Strong technical understanding of chiller plants, HVAC systems, boilers, steam and hot water systems
Proven experience managing utility system installations in live operational facilities
Demonstrated capability in budget control, schedule management, contractor coordination, and risk management
Experience reviewing engineering designs and overseeing commissioning activities
Strong understanding of health, safety, and permitting requirements for mechanical and utility projects
Bachelor's degree in Mechanical Engineering, Electrical Engineering, Building Services, or related discipline(required)
Excellent communication skills and confidence working in a client-facing, on-site leadership role
Ability to work independently with a high level of ownership and accountability
Willingness to travel occasionally for coordination, training, or project support
