Responsibilities

Establishes long-range goals and plans for the division and maintains short-range plan that accomplishes division goals, such as the Capital Improvement Program project schedules, personnel allocation, budget, and operation
Develops and administers the division's budget in collaboration with the Development Engineering Manager
Holds assigned staff accountable for personal goals and contributions towards organizational objectives and values. Supervises and manages assigned staff, including performance reviews and other personnel matters. Evaluates need for and provides training opportunities and career development
Participates in staff selection process and provides input
May serve as acting City Engineer when assigned
In collaboration with the Development Engineering Manager, evaluates and coordinates staffing assignments and budgetary needs associated with the Engineering Division's capital improvement projects and private development functions
Administers the Capital Improvement Program (CIP) to assure infrastructure is aligned with City's Comprehensive Plan and adopted Master Plans
Manages capital project development, design, and implementation including technical research and feasibility analyses, funding and cost analyses, scheduling, public involvement, project budgeting and work plan development, project performance and results
Coordinates and integrates capital construction projects with various regional, state, or federal jurisdictions, as well as with other city departments, special-interest groups, community organizations, and other stakeholders
Plans and oversees community-based participation using techniques and processes that inform and explain project objectives and answer questions from the public, media, and other agencies
Resolves problems associated with projects. Works with a variety of people to solve technical, legal, and logistical problems, including those that are unanticipated
Serves as lead facilitator and liaison with consultants and contractors to initiate, negotiate, and finalize Professional Services Agreements and construction contracts and ensure work is performed according to the scope and schedules outlined in the contracts and agreements
Oversees project manager, project team, consultant, and contractor work throughout the project, including: Preparation of conceptual design reports, studies, analyses, and permitting documents necessary to implement the CIP. Reviews and approves progress reports, technical memos, and recommendations prepared by City staff or outside consultants
Acquisition of right-of-way and easements needed for proposed construction
Review and approval of design progress documents, drawings, plans, and specifications and approves final design/specification packages prior to bidding
Administration of public works contracts and holds contractors accountable for the terms of the contract
Project documentation such as inspection reports, certified payrolls, and project schedules for compliance
Recommendation and/or approval progress and final payments to contractors and consultants
Project file maintenance including drawings, proposals, contracts, work-in-progress reviews, inspections, and communication in accordance with public record laws
Reviews and recommends approval of change orders
Provides reports and status updates to Community Development Director/City Engineer and other department managers in clear and timely manner
Provides technical information and project direction to Engineering Division staff, consultants, contractors, and others on project team. Provides feedback on regular basis to project personnel and other assigned staff

Required

Bachelor's degree in Civil Engineering
Oregon Professional Engineer registration (or ability to obtain within six months)
Six years of engineering experience, including three in public works or capital project management
Strong leadership, collaboration, and project delivery skills
Knowledge and skill in applying mathematics and science; the principles and practices of civil engineering; management theories and principles; municipal budgeting theories and principles; contract management; and local, state and federal laws, regulations and ordinances governing engineering and public works projects
Knowledge of safety standards, practices, and procedures
Able to learn City procedures, regulations, codes, and requirements with respect to construction, procurement, safety, operations, organization, and budget process
Able to interpret and apply complex rules, regulations, laws, and ordinances to technical and administrative details
Able to produce and utilize accurate and useful estimates for time, funding, materials and equipment needed for all public works construction projects
Able to manage capital improvement projects with respect to time, staff allocation, and fiscal resources
Able to develop and implement a construction schedule ensuring the efficient, timely, and cost-effective completion of construction projects
Strong computer skills to perform the essential functions of the position, typically using project tracking and financial software and MS Office including Word, Excel, Adobe, and PowerPoint
Strong oral and written communication skills in daily performance of duties and responsibilities, including internal and external communication to convey engineering concepts and preparation of project specifications, requests for proposals, and staff reports
Able to make presentations before the City Council, Budget Committee, and other City Committees and Commissions
Interpersonal skills necessary to supervise staff work effectively and successfully work with other department staff, City staff, elected officials, and the public
A valid driver's license

Retirement: The City is a member of the Oregon Public Employees Retirement System and currently contributes the employee's portion of the retirement system. The city also contributes an additional 3% of base salary to a 401a account on behalf of management employees. Employees may elect to participate in the City's deferred compensation program.

Holidays: 12 paid holidays per year.
