The Georgia Department of Community Health is seeking qualified applicants for an Attorney 4 to work on the Rural Health Transformation Initiative. This role involves providing legal counsel regarding the agency's administration of funding and ensuring compliance with program requirements.

Responsibilities

Monitor agency and grantee compliance with the Rural Health Transformation Program requirements and terms and conditions
Draft applications, amendments, grant award conditions, policies, and other documentation necessary for grants funded pursuant to RHTP
Interpret and apply federal statutes, Centers for Medicare and Medicaid Services (“CMS”) guidance and grant conditions set forth in the Notice of Award
Develop, implement, and maintain compliance frameworks, controls, and documentation standards
Conduct compliance reviews of RHTP grantees and issue reports and corrective action documentation
Coordinate with agency’s financial, medical assistance plans, procurement personnel, and contractors to ensure proper legal and fiscal administration of RHTP grants
Identify legal risks relating to the agency’s administration of RHTP and propose mitigation strategies
Provide legal advice to agency leadership regarding compliance matters and RHTP implementation
Draft compliance memoranda, reports, guidance documents, and internal and external policies
Conduct legal review of hospital and rural healthcare provider grant applications pursuant to Georgia’s administration of RHTP funding
Conduct or participate in the development, review, revision, interpretation, and/or implementation of policies, procedures, standards, and guidelines
Provides sound analysis and advice on legal, liability, and/or risk management issues related to medical assistance plans
Assist in the development, review and finalizing of legislative requests, budget impact analyses, media inquiries, open records requests, and information requests
Effectively manage competing priorities and conduct duties in an efficient manner
Demonstrate effective teamwork skills in working with agency leadership and staff on RHTP initiatives
Monitor all applicable legal, regulatory, and policy amendments pertaining to Georgia’s administration of RHTP funding

Required

Juris Doctorate from an accredited college or university
License to practice law in the State of Georgia OR eligibility to sit for the next Georgia Bar examination followed by Georgia Bar exam passage and licensure to practice law in the State of Georgia within one (1) year of hiring OR reciprocity
Three years of relevant legal experience OR Three years of experience required at the lower-level Attorney 3 (LEP022)

Preferred

Four years of related legal experience in a government agency, corporation, or in private legal practice
Working knowledge of federal grant and funding requirements
Demonstrated knowledge of Governmental budget and procurement processes
Demonstrated experience in drafting, negotiating, and enforcing contracts
Experience with policy interpretation, drafting, and implementation
Demonstrated experience in handling high-volume of compliance matters
Excellent written and oral communication and organizational skills
Excellent organizational skills and strong attention to details
Strong management and interpersonal skills and a commitment to fostering a cohesive team environment
Strong public speaking and writing skills
Ability to manage, prioritize assignments, and work within a very fast-paced, quickly evolving organization and to steer and track multiple, complex priorities
