Responsibilities

Serves as an expert on research-related budgetary policies - precedents - goals - objectives - regulations - and guidelines
Exercises judgment in decision making - regarding the balance of the overall budget to assure proper emphasis on critical areas
Reviews and assures grants budget requests are complete - appropriate - and justified for project needs to determine an appropriate starting date
Prepares estimates for projected operating budget(s) - prepares justifications for the estimates - consolidates estimates - and prepares justification for the consolidated budget
Formulates and executes short-and-long term budget plans
Reconciles cost control records with monthly - quarterly - and annual fiscal reports
Coordinates the budgetary program - which includes - but is not limited to - managing material - budgets - and expenditures of supply - contracts - salary - travel - and equipment funds for all research programs within the Research & Development Service Line
Advises investigators on purchasing habits - including quarterly and yearly allocations
Maintains cost accounting ledgers for current and prior year appropriations assigned to research
Ensures each project account has sufficient funding to cover the cost of purchase orders before the purchase order is created
Creates bills of collection and sends and monitors receipt for payment by other institutions
Performs studies and audits on control and use of funds throughout each fiscal year
Analyzes historical financial operating data and spending patterns
Oversees Center's travel budget by preparing monthly - quarterly - and yearly travel projections and distributing travel assignments to appropriate personnel
Reviews - edits and consolidates annual and multi-year budget estimates for assigned organizations and programs into a single budget request
Prepares and edits narrative justifications and projected funding needs
Identifies and analyzes trends in the receipt - obligation - or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis
Conducts special studies and analysis to develop required data and information for reporting purposes
Prepares and presents financial briefings
Develops justification and impact statements and complies data to be used for forecasting obligations
Performs other duties as assigned

Required

Experience working in a healthcare or research environment performing grants management - budgeting - and administrative activities to support financial planning goals for an organization
At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given you the particular knowledge - skills and abilities required to successfully perform the duties of this position
Specialized experience is tracking budgetary obligations expenditures and control point expenditures; evaluating contract and grant budgets; utilizing databases and information systems to compute and analyze data; and preparing various budgetary/financial reports
Successfully completed a master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. - if related
Equivalent combinations of successfully completed graduate level education (beyond the first year) and specialized experience - as described above - which may be used to meet total experience requirements for this grade level
At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge - skills and abilities required to successfully perform the duties this position
Specialized experience is tracking budgetary obligations expenditures and control point expenditures; evaluating contract and grant budgets; utilizing databases and information systems to compute and analyze data; preparing various reports; preparing narrative justifications for projected funding needs - impact statements - and compiling data to be used for forecasting obligations
Successfully completion of a Ph.D. or equivalent doctoral degree - three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M. - if related
Equivalent combinations of successfully completed progressively higher-level graduate education (beyond the second year) and specialized experience - as described above - which meet the total experience requirements for this grade level
