The EMS Quality Assurance Program Manager will assist with quality management, data interpretation, protocol development, and managing clinical research activities within the Emergency Medical Services department.

Government Administration

Responsibilities

Participates in review of activities and processes for area of work, assist in implementing changes to affect continual improvement in services provided and ensures compliance with regulatory and legal requirements
Develops reports of clinical performance for dissemination within the EMS command structure and EMS Peer Review Committee
Analyzes data and develops reports and ensures completeness of relevant call data
Assist with gathering data needed for statistical reports
Reviews and observes care provided by Emergency Medical Services
Meets with EMS staff as needed to investigate complaints and incidents involving clinical performance
Participates in meetings with community partners and stakeholders
Performs quality assurance and quality improvement review of patient care reports and refers issues/concerns to EMS Educational Coordinator or designee
Ensures compliance with the Medical Incident Review Policy
Determines the need for and methods of remediation to address gaps in care delivery
Works with district supervisors and senior paramedic field training officers to ensure quality management activities are completed
Performs related work as assigned

Required

Bachelor's degree in Emergency Medical Services, Health Sciences, Emergency Management, or related field from an appropriately accredited College or University or an equivalent combination of education, training, and experience
Three (3) years of Paramedic experience or related experience
Completion of National Incident Management System (NIMS) courses 100, 200, 700 and 800 prior to hire. NIMS 300 and 400 must be completed within one year of hire if not completed prior to hire
Completion of the Department of Homeland Security (DHS) Major Incident Command School, Enhanced Incident Management/Unified Command 314 (E/IMUC 314) Texas A&M, or equivalent within 12 months of hire
NC Paramedic Certification or ability to apply for NC Paramedic reciprocity
Must possess and maintain a valid North Carolina State Driver's License with an acceptable three-year driving history
Understanding of Emergency Medical Dispatch
Proficiency with Microsoft Office Products and EMS related software
Understanding statistical data analysis and visualization
Skilled in preparing clear, accurate, and concise reports and presentations
Ability to express ideas effectively – both orally and in writing
Ability to interpret clinical information, evaluate care quality, and apply clinical standards
Ability to establish and maintain effective working relationships with employees, clinical partners, community agencies, and the public
Ability to interact with tact, courtesy, and professionalism when engaging with patients, families, employees, and external partners
Ability to function as a clinically qualified paramedic within the Durham County EMS System
