Habitat Area Lead (Fish and Wildlife Administrator)
Bonneville Power Administration is seeking a Habitat Area Lead (Fish and Wildlife Administrator) who will serve as a senior program lead and project manager. The role involves performing professional scientific work related to the development and implementation of policies to support fish and wildlife protection.

Responsibilities
Serve as a Fish and Wildlife Administrator and as a senior program lead and/or senior project manager
Serve as a recognized authority in the implementation or development of policy to support fish and wildlife protection, mitigation, and enhancement measures
Initiate, formulate plans, and execute major studies and projects or continuing specialized fish and wildlife protection, mitigation, and enhancement projects
Serves as a COR for agreements resulting from assigned projects
Represent BPA scientific programmatic positions when attending and participating in site visits and project/program reviews under the F&W Program
Manage major capital projects from initial planning through design, technical review, and into construction and scheduling to ensure that budgetary, procurement, NEPA, ESA, and other programmatic requirements are satisfied prior to and during project implementation

A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position
B. Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, plus appropriate experience or additional education
C. Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described above
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service
Specialized experience is defined as: 1) Providing biological guidance to ensure compliance with applicable laws, regulations, and policies for fish and wildlife protection, mitigation, and enhancement projects; (2) Utilizing the most current data and research evidence to prioritize habitat improvement projects; AND (3) Collaborating with multiple stakeholders to negotiate programmatic agreements (MOUs and MOAs) to achieve the goals of a Fish and Wildlife Program
There is no substitution of education for experience at the GS-13 level
