Building Manager (15170, Grade 26)
The Maryland-National Capital Park & Planning Commission is a large organization serving Montgomery and Prince George’s counties. The Building Manager will oversee the management and maintenance of the Largo Headquarters building, coordinating repair and maintenance programs, supervising staff, and ensuring compliance with leases and agreements.

Responsibilities
Develops and Manages Agreements, and Memorandums of Understanding
Develops and manages certain aspects of leases with tenants, inspects property annually to ensure lease compliance
Represents the best interest of the Commission and its properties at all times in negotiations with tenants for use of Commission properties
Ensures Memorandums of Understanding for use and occupancy are current
Enforces terms in all legal documents including Development Agreements, Memorandums, and Leases
Supervises maintenance of records pertaining to: maintenance reports, lease agreements, budgeting expenditures and revenue, and inspection records
Ensures all records are filed as required and with the appropriate authority
Provides oversight of building maintenance, services, renovations, and new construction projects
Ensures proper functioning of systems including but not limited to: HVAC, electrical, plumbing, elevators, access, security systems, roof, doors and locks, and other major building systems
Uses department’s Enterprise Asset Management (EAM) System to track and document inventory and work orders
Serves as the purchasing coordinator for routine maintenance with maintenance staff and contractors
Conducts daily, monthly, quarterly, and annual inspections as required. Ensures that inspections include but are not limited to: general state of the operation and maintenance of the building; oversight of mandatory building safety inspections; and oversight of regularly scheduled building inspections
Serves as a liaison between Largo Headquarters Staff, Director’s Office, Planning Department, Chairman's office, Park Police, and Assistant Division Chief over Critical Projects to ensure the building is clean and repairs are completed properly and in a timely manner
Completes necessary service requests for building maintenance needs and monitors those requests
Provides timely, clear, and concise communication to tenants regarding building management and building security issues and updates
Oversees and is responsible for all controlled and fixed assets that are purchased for LHQ via funding from Facility Services Division and or DPR funds
Ensures maintenance and inventory of both controlled and fixed assets for LHQ and supplies are ordered and kept in reasonable stock
Obtains price quotes and submits purchase orders for new and replacement equipment
Develops daily work routine of assigned personnel
Ensures that Commission and department policies, rules and regulations are communicated to personnel; rules and regulations observed and enforced
Conducts staff performance evaluations accurately and in a timely manner; communicates goals, objectives, expectations and recognizes employees for outstanding performance
Advises, coaches, and counsels employees, following Merit System Rules and Regulations and MCGEO CBA as applicable
Follows Commission personnel policies and procedures; recommends personal actions including recruitment, selection, promotion, transfer, and discipline
Handles staff concerns in a timely and effective manner, counseling staff as necessary
Prepares documents for approval regarding Division/Department requirements
Follows procedures pertaining to purchasing, documentation, and obtaining proper authorizations
Establishes budgetary requests precedent to due dates
Develops, dispenses, and manages budget for work program
Completes project and plan estimates and routine progress reports accurately and precedent to due dates
Presents forecasts for scheduled overtime requests for approval subsequent to working
Completes and presents emergency overtime forms for approval promptly the next workday
Qualification
Required
Bachelor's Degree in Real Estate, Property Management, Park Management or any related field
Four (4) years of experience in real estate property management or park management
An equivalent combination of education and experience may be substituted, which together total eight (8) years
Valid driver's license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of assignment

Benefits paid at 66 2/3% of base salary that exceeds $108,000; capped at $216,000
Basic Life and AD&D Insurance (Employee Pays 20%: Commission Pays 80%)
Two (2) times base salary; maximum benefit is $200,000 for each
Automatic coverage with opt-out provision
Supplemental and Spouse/Dependent Life Insurance (Employee Pays 100%)
Supplemental – 1,2,3,4, or 5 times base salary; maximum benefit is $750,000
Spouse/Dependent Combination - $10,000/$5,000, $20,000/$10,000, or $30,000/$15,000
Sick Leave Bank (Contribution and Benefit hours prorated for part-time employees)
Employees have 60 days from date of hire to enroll.
Employee contributes 8 leave hours each year
Annually covers up to 688 hours for own serious medical condition, and 480 hours for parental responsibilities (birth, adoption or foster care), and 80-160 hours for serious medical condition of an immediate family member
