TRAINING AND DEVELOPMENT PROGRAM MANAGER

NEOGOV is seeking a strategic and experienced Training and Development Program Manager to lead statewide staff development initiatives for the Louisiana Office of Juvenile Justice. This role involves designing, implementing, and evaluating training programs that support the agency’s mission of youth rehabilitation and public safety.

Responsibilities

Oversee the planning, development, and execution of training programs for OJJ staff across all levels and facilities
Conduct training needs assessments and align learning strategies with agency goals
Supervise training staff and manage statewide training schedules and logistics
Develop curriculum and materials for onboarding, compliance, leadership development, and specialized programs
Monitor training effectiveness and implement continuous improvement strategies
Ensure compliance with state regulations, accreditation standards, and agency policies
Collaborate with internal departments and external partners to support professional development initiatives
Manage training budgets, contracts, and reporting requirements

Required

Six years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services
Six years of full-time experience in any field plus three years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services
A bachelor's degree plus three years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services
An advanced degree in education, instructional design, business or public administration, industrial and organizational psychology, organizational behavior or human resources plus two years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services
Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience
