MetroStar Systems is seeking a growth-minded individual to complement their proposal team. As the Sr. Proposal Manager, you will manage, develop, and shape proposal strategies while coordinating preparation activities to craft winning proposals.

Responsibilities

Lead and orchestrate the development of high-quality, compliant, and competitive proposals across six major practice areas (Human-Centered Design, Applied Intelligence, DevSecOps, Cloud, Cybersecurity and Enterprise IT) and three business units

Drive end-to-end proposal management for large-scale proposals and support development of the team’s aptitude and alignment with MetroStar’s business development lifecycle (BDLC)

Coach and mentor proposal contributors to strengthen team capability, collaboration, and consistency in applying best practices and proven processes

Required

8+ years of experience managing Federal government proposal development and end-to-end lifecycle processes, from capture support through proposal submission

10+ years of industry experience and a Bachelor's degree (or equivalent combination of education and experience)

A track record of leading winning proposals for large, complex, or strategic opportunities in the Federal IT space

Skilled in developing complete, concise, and compliant proposals that fully address solicitation requirements and align with evaluation criteria

Ability to lead diverse, cross-functional teams under tight deadlines while keeping projects organized, compliant, and on schedule

Expertise with Microsoft Office Suite (Word, Excel, PowerPoint) and SharePoint for document and version management

Highly detail-oriented and organized, with the ability to track complex moving parts across multiple concurrent bids

Clear and confident communicator, both written and verbal, comfortable interfacing with executives, technical SMEs, and contributors at all levels

Full understanding of Shipley Proposal Development or other proven proposal processes

Eligible to obtain a security clearance
