Sr. Planner-Planning and Zoning
The City of Boise is hiring a Sr Planner - Planning and Zoning to join our Planning and Development Services Department! This role involves leading complex land development projects, supervising a team, and making policy recommendations that shape the urban landscape.

Responsibilities
Serves as the senior planner and technical expert on subdivision applications
Coordinates schedule of hearings with the section manager and city clerk
Manages the bonding and time extension process
Provides guidance and training to associate planners on complex subdivision applications
Represents the city on the Ada County Street Name Committee
Advises the department on land division issues
Reviews and makes recommendations to the Planning and Zoning Commission and city council on the most complex subdivision applications
Recommends, drafts and reviews amendments to the subdivision section of the development code
Reviews and processes applications for zone changes, site and design variances, subdivisions, partitions, lot line adjustments, minor land divisions, conditional uses, planned unit developments and appeals
Reviews development applications for completeness and ensures all required information has been provided
Reviews engineering plans and writes detailed technical analysis with regard to site planning and adherence to the comprehensive plan
Conducts research regarding site locations, subdivision plat notes, property easements, entitlements and zoning codes
Reviews legal documents such as common wall agreements, cross access agreements, shared parking agreements, etc
Ensures all public hearings are published through official public notice postings
Prepares detailed reports and presents applications to the Planning and Zoning Commission, city council and public hearings as assigned
Acts as a liaison to the associated agencies that may be impacted by a development application
Provides construction plan reviews and conducts inspections for final occupancy to ensure all required conditions of approval have been met
Supervises and assists planning technicians, providing customer service by interpreting regulations, codes, processes and procedures
Oversees and conducts general parcel research through the archived city records, GIS system, subdivision plats and assessors' records
Supervises and uploads electronic documents, organizes and maintains files
Conducts presentations on current planning processes and property rights to various groups such as agencies, neighborhood associations, elected officials and professional groups that may be impacted by development
Acts as a liaison between the city and assigned neighborhood association by attending meetings, fielding questions and concerns and attending special events
Provides support to the assigned neighborhood police officer who represents the associations
Obtains and communicates specialized knowledge of the assigned area
Serves on or leads planning related advisory committees on city initiated projects
Assists other planning divisions with special projects
Provides comments, clarifications and recommendations on other agency plans, policies and codes
Performs other duties as assigned
Qualification
Required
Bachelor's degree in urban planning, architecture, public administration or a closely related field
Four years professional level experience in planning, zoning, public administration or similar field
One year of supervisory experience
Knowledge of principles and practices of planning as they pertain to the design and development of urban and regional areas
Knowledge of principles, standards, practices and information sources of ordinances and comprehensive plans
Knowledge of laws, codes and other regulations pertinent to subdividing, planning, zoning and community development
Knowledge of planning research, zoning and community renewal activities
Knowledge of pertinent ordinances, codes and regulations
Knowledge of current literature and developments in planning
Knowledge of methods used in developing information for general plan modifications
Knowledge of application of land use, physical design, economic, environmental, and/or social concepts to the planning process
Knowledge of source and availability of planning information, including demographic and economic data, environmental determinants of land use, land development trends and legal requirements
Knowledge of research methodology as applied to the collection and analysis of planning data
Knowledge of terminology, symbols, methods, techniques and instruments used in planning
Knowledge of research techniques and report writing
Knowledge of computer operations including word processing, spreadsheets, database and related software applications
Ability to analyze planning issues related to the entitlement process, subdivision of land, and site planning
Ability to interpret policies and develop operating guidance related to urban planning laws, regulations, executive orders, and other technical materials
Ability to provide customer service assistance and formal recommendations relating to urban planning policies, procedures, guidelines and/or regulations
Ability to plan and implement new initiatives and promote technological advances relating to urban planning
Ability to work independently in the preparation of plans and special studies
Ability to organize and make oral presentations in public situations
Ability to prepare extensive written reports that are easily understood
Ability to read and interpret plans and blueprints
Ability to understand and comply with all rules, policies and regulations
Ability to communicate effectively in the English Language at a level necessary for efficient job performance
Individuals must be capable of operating vehicles safely and have an acceptable driving record
Valid state-issued driver's license
Preferred
Master's degree in urban planning, architecture, or a closely related field
Five years of experience in architecture, professional planning, urban design, or similar field
Experience in the public sector
Certification from American Institute of Certified Planners (AICP)
