Responsibilities

Provide senior-level budgetary and financial analysis support to financial management team and leadership
Assist with the development and implementation of DHS business process improvements and modernization initiatives, including drafting modern business methods and performance measures
Analyze, track, and monitor accounting functions within the Federal Financial Management System (FFMS)
Apply generally accepted accounting principles (GAAP) to diverse and complex federal financial management tasks
Perform analysis of accounting data, reconcile accounts, and validate financial records to ensure accuracy and compliance
Reclassify expenditures and reconcile financial reports as needed
Draft documentation to justify reprogramming actions and prepare reclassification requests for review and approval
Analyze and consolidate funding requests and assist in validating cost estimates by evaluating consistency with contract exhibits and supporting documentation
Verify funding status of prior-year Security Work Authorizations (SWAs) and support audit and financial review requests
Collect and assemble financial documentation required for audits, invoicing validation, and agency reporting
Assist in certifying undelivered orders and resolving account discrepancies in coordination with government budget officers
Retrieve financial system data and apply standard statistical methods to analyze trends, expenditures, and funding status
Draft conventional and precedent statistical products, reports, tables, graphs, and other financial deliverables
Record, monitor, and analyze the expenditure and disbursement of funds and track the status of budgetary resources
Communicate financial and numerical information clearly and effectively to management, program offices, and field staff
Provide administrative and documentation support related to accounting, procurement, vendor records, and program office submissions
Support special projects as assigned by senior-level management
Review and analyze financial and budgetary expenditure matters to support informed decision-making
Draft, edit, revise, calculate, retrieve, store, and finalize a wide range of financial documents and reports

Required

Bachelor's degree (BS/BA) with at least 24 semester hours in finance, accounting, quantitative methods, or a closely related field
Minimum of four (4) years of professional experience supporting federal financial management programs, policies, procedures, regulations, and systems, with demonstrated ability to apply this knowledge to complex assignments
Strong knowledge of federal financial management policies, procedures, and accounting principles
Proficiency with Microsoft Office Suite, including Word, Access, PowerPoint, and intermediate-level Excel
Excellent analytical skills with the ability to interpret and present complex financial data
Strong written and verbal communication skills, including the ability to clearly convey numerical and financial information
Effective presentation skills for briefing management and stakeholders
Ability to conduct independent research and analyze financial and budgetary data
Ability to manage multiple priorities and support time-sensitive financial activities in a fast-paced environment
Attention to detail and strong organizational skills
Must be a U.S. Citizen and must be able to obtain and maintain DHS public trust suitability through a DHS background investigation
