Consultant

Catholic Relief Services is seeking a consultant to strengthen its MEAL and adaptive management processes for private sector engagement. The consultant will summarize global practices, review existing MEAL systems, draft operational processes, and develop practical tools and training materials.

Responsibilities

Summarizing relevant good global practices and internal lessons learned (e.g., Vines, Spices, and other programs)
Reviewing CRS’s existing MEAL systems and providing inputs for better integrating PSE perspective
Drafting CRS’s draft MEAL-for-PSE process flow with clear operational steps and adaptive management loops
Providing a set of practical tools and templates to support milestone discussions, behavior change tracking, and adaptive reviews that are aligned with CRS’s systems
Developing one concise training slide deck for internal rollout
Review 3–4 relevant models (e.g., DCED Standard, ACDI/VOCA milestones, BEAM Exchange, public-private partnership monitoring models)
Summarize the implications for CRS programs, especially where: Private sector incentives affect measurement. Partner capacity shapes MEAL design. Adaptive management is structured in MSD programs
Review of CRS’s MEAL systems and internal lessons documentation
Draft MEAL-for-PSE operational process map based on selected CRS projects
Identify gaps, bottlenecks, and unclear responsibilities
Conduct up to 6 interviews with CRS staff (global/regional/Country Program)
Recommend realistic, CRS-compatible improvements
Create a small set of field-ready tools that make the process actionable
Deliver 4–6 simple templates, as agreed with CRS, such as: MEAL-for-PSE process checklist (1–2 pages). Partner engagement / results chain co-design prompts. Adaptive review meeting agenda for PSE partnerships. Market actor behavior tracking sheet. Light milestone/mean of verification negotiation template (optional use)
Prepare a concise 20–25 slide deck introducing: Refined MEAL guidance that incorporates good PSE practice Key principles How to use the tools Simple examples from CRS or industry

Qualification

Required

Minimum 10 years of experience in MEAL in PSE and MSD programs (experience with DCED or MSD MEL frameworks strongly preferred)
Familiarity with donor-funded programs and public-private partnership (PPP) monitoring
Skill in adaptive management and behavior change monitoring
Demonstrated ability to create usable/friendly and effective tools for field teams
Strong synthesis and writing skills (must deliver concise, clear documents)
Strong skills for coordination and collaboration, as well as the ability to adhere to deadlines and work remotely
CRS familiarity is beneficial but not required

Preferred

Experience with DCED or MSD MEL frameworks strongly preferred
