Workforce Development Consultant SecondChance
KRA Corporation is seeking a Workforce Development Consultant who will play a crucial role in developing and implementing strategic initiatives for the Center of Excellence within the Los Angeles County American Job Center of California system. The position focuses on aligning workforce services to facilitate the hiring of justice-involved individuals and analyzing labor market information to advise local workforce boards and businesses.

Responsibilities
Analyze the specific needs, challenges, and barriers to employment for justice involved population
Stay current on labor market trends, economic changes, and policy developments that may impact workforce development efforts
Design customized workforce development programs, including job readiness training, soft skills development, and vocational training, tailored to the needs of the target population
Facilitate meetings and workshops to discuss labor market trends, workforce challenges, and potential solutions
Create and implement personalized re-entry plans that address unique circumstances and goals
Advocate for the needs of the targeted population within the community, raising awareness about their barriers to employment and the value they bring to the workforce
Conduct outreach efforts to encourage participation in workforce development programs and to promote inclusive hiring practices
Work closely with correctional facilities, probation and parole officers, community organizations, and other stakeholders to ensure comprehensive support for clients
Educate employers about the value of hiring individuals from the targeted population and work with them to create inclusive workplaces
Provide employers with resources, training, and best practices to help them integrate employees from these populations successfully

Qualification
Required
Superior communication skills – oral and written
Strong interpersonal and customer skills
Must possess the ability to electronically document case notes and the progression of career coaching activities
Must possess strong conflict resolution skills, demonstrating the ability to navigate and resolve disagreements or disputes effectively and amicably
Must be detailed oriented with superb organizational and time management skills
Ability to professionally adjust to unforeseen circumstances or programmatic changes
Ability to cultivate and manage high quality stakeholder relationships and demonstrated ability to work with a diverse workforce
Ability to meet and/or exceed set goals and objectives
Ability to function at a high level of discretion and confidentiality
Must be a self-starter and committed to completing tasks timely
Must be resourceful and able to work independently as well as in a team setting
Local travel 40%
Bachelor's degree in social work, Criminal Justice, Psychology, or a related field from an accredited college or university. The degree requirement may be substituted for eight (8) years of professional work experience
A minimum of two (2) years of experience in a role that required analyzing local and regional economic conditions and workforce development policies
Personal computer literacy required, including effective use of the Internet, e-mail, video conferencing (Zoom, Teams) and Microsoft Office (Word, Excel, PowerPoint and Outlook)
Preferred
Bilingual Spanish preferred
Experienced working with adults in the workforce system and those disconnected from services highly preferred
Strong understanding of the criminal justice system and the challenges faced by individuals re-entering society
Experienced with Workforce Innovation Opportunity Act (WIOA) and other workforce related programs highly preferred
Familiarity with labor market information, business intelligence systems and data analysis tools (e.g., Excel, Tableau, GIS software) highly preferred
Experienced with social media platforms (LinkedIn, Facebook, Instagram, Twitter, and YouTube) highly preferred
