Program Manager 1A-LDH (Program Manager 1A Operations)

Responsibilities
Administer and oversee day-to-day budget and fiscal operations for the Bureau, including monitoring monthly expenditures, preparing projections, ensuring compliance with federal and state grant requirements, and providing recommendations on budget allocations and corrective actions
Manage bureau-wide grant and fiscal reporting by preparing, tracking, and maintaining expenditure reports, processing payments and invoices, verifying revenue sources and match requirements, and ensuring accurate documentation for audits and year-end closeout
Provide budgetary leadership and technical assistance by directing managers on fiscal matters, evaluating program modifications for financial feasibility, analyzing purchasing trends to reduce spending, and supporting informed decision-making across the Bureau
Develop, implement, and maintain Bureau Standard Operating Procedures, policies, and operational files; coordinate audits; respond to findings; and serve as a liaison with OPH leadership, LDH program offices, and external oversight entities
Oversee procurement, contracting, and inventory functions by developing and managing contracts and MOUs, tracking purchase orders and invoices, administering inventory control processes, managing technology service orders, and ensuring compliance with procurement policies and training requirements
Manage operational support and workforce coordination by overseeing payroll functions and time allocation coding, directing student workers and interns, providing staff training and webinars, communicating process updates, and supporting executive leadership and bureau-level meetings
Lead and coordinate special projects across the Bureau by managing timelines, ensuring compliance, maintaining accurate records, collaborating with program teams, providing status updates and recommendations to leadership, and driving continuous improvement in reporting and operational processes
Qualification
Required
Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services
Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services
A bachelor's degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services
An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field
