Finance Director, DHHS
NEOGOV is seeking a Finance Director for the Utah Department of Health and Human Services (DHHS) to oversee financial management for Medicaid and CHIP programs. The role involves leading a team in complex accounting functions, budget management, and ensuring compliance with federal and state regulations.

Responsibilities
Financial Oversight: Direct accounting operations for the Medicaid & CHIP programs, including accounts payable, accounts receivable, general ledger, and reconciliation. Ensure accuracy and timeliness of all financial transactions and reports
Budget Management: Collaborate with division management to develop, monitor, and manage the annual Medicaid budget. This includes forecasting expenses, analyzing variances, and providing regular budget reports to leadership
Federal Reporting: Coordinate accurate preparations and timely submission of financial reports to federal agencies, such as the Centers for Medicare & Medicaid Services (CMS). Ensure compliance with federal funding requirements and regulations
Team Leadership: Supervise and mentor a team of accountants and financial analysts. Provide guidance, conduct performance reviews, and foster a collaborative and high-performing work environment
Audit Coordination: Serve as a point of contact for internal and external audits. Prepare audit documentation, respond to auditor inquiries, and implement corrective actions as needed
Policy & Procedure: Develop, implement, and maintain accounting policies and procedures to improve financial controls and efficiency. Ensure all practices align with Generally Accepted Accounting Principles (GAAP)
System Management: Utilize and optimize financial management systems and other software to streamline accounting processes
Qualification
Required
A bachelor's degree in accounting, finance, or a related field is preferred
Recommendation of four years of progressive accounting experience, with two years in a supervisory or lead role
Understanding of GAAP, governmental accounting standards, and federal financial regulations
Strong leadership and team management skills
Excellent analytical, problem-solving, and decision-making abilities
Proficiency in financial software and Microsoft Office Suite, particularly Excel
Exceptional communication and interpersonal skills
Preferred
A Master's degree or a Certified Public Accountant (CPA) license is desirable
Recommended experience with government or non-profit accounting, especially with federal grant programs, is desirable
