Region Finals Administrator (ADMINISTRATOR IV), Grand Junction
NEOGOV is part of the State of Colorado, and they are seeking a Region Finals Administrator to oversee the closure process for all Region 3 Construction and ITS projects. This role involves managing documentation programs, providing guidance to project engineers, and ensuring compliance with federal and state regulations.

Responsibilities
Manage the Region Construction Finals Documentation Program and review process
Determine how the final checking/auditing process is performed and tracked
Advise and aids project engineers on all Federal and State rules, regulations and special provisions governing the documentation of construction projects
Schedule and conduct interim pay documentation audits of active construction projects and recommend corrections and changes if needed
Identify and investigate discrepancies in project documentation regarding logic, engineering calculations, and completeness and recommend needed changes
Ensure that as constructed plans, standards and specifications have proper and accurate engineering principles, techniques, and computations applied
Evaluate project documentation regarding logic, engineering calculations and completeness, and investigates discrepancies through discussion with the originator
Oversee, train and/or assist CDOT and consultant personnel with construction project interim and final project documentation
Conduct and/or facilitate training as identified for construction and materials
Determine, develop, provide and/or recommend the necessary training for project personnel for documentation of pay items, materials, contract modification orders, and other project documentation
Other duties as assigned
Qualification
Required
Seven (7) years of relevant experience in an occupation related to construction inspection, construction documentation, construction management, materials testing, or materials documentation
A combination of relevant education and experience equal to at least 7 years
Education from an accredited college or university with coursework in construction management, or another field of study related to the duties of this position will be considered
Experience related to construction inspection, construction documentation, construction management, materials testing, or materials documentation
Must pass a pre-employment screening which may include social security number trace, criminal records check, public court records check, educational records, and driving records checks
A current valid driver's license is required for all Colorado Department of Transportation positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position
Preferred
Demonstrated success with the duties listed in the Description of the Job section
Years of State service experience related to the duties of this position; (required by COWins)
Highest work/personal ethics and integrity
Working knowledge of engineering processes, theories, laws, principles, conceptual models, and best practices
Experience with transportation engineering construction and/or design projects
Consultant/contract management experience
Some experience with CDOT Construction Manual, CDOT Design Manual, CDOT Field Materials Manual, Manual on Uniform Traffic Control Devices (MUTCD), and Method of Handling Traffic
Proven ability to manage multiple assignments, priorities, and projects in a demanding environment
Ability to work under tight deadlines and be adaptable to changing assignments
Ability to take initiative to solve problems in an innovative manner
Ability to partner with public and private organizations, special interest groups, elected and appointed officials, in situations which may be politically sensitive
Ability to work with general public, professional, consultants, and staff, with sensitivity to their needs, priorities, promises made and commitments
Excellent interpersonal and relationship building skills
Experience providing mentoring or training
Strong time and project management skills, including prioritization and project switching ability
Excellent reasoning, investigative, analytical, and problem solving ability
Strong facilitation, presentation, and communication skills, both written and oral
Strong attention to technical detail and accuracy
Passion for safety
Ability to work effectively in both independent and team situations
Fluency in Microsoft Office (Word, Excel, PowerPoint), Gmail and Google Applications, Site Manager, and the ability to quickly learn other software systems
