Right-of-Way Project Manager

NORFLEET LAND SERVICES, LLC is seeking a Right-of-Way Project Manager responsible for planning, coordinating, and overseeing right-of-way acquisition activities for transportation, utility, and infrastructure projects across Texas. The role involves managing project phases, ensuring compliance with property laws, and serving as the primary contact for clients and stakeholders.

Responsibilities

Manage all phases of right of way acquisition projects, from planning through closeout
Develop and maintain project schedules, budgets, and work plans
Monitor project progress and ensure milestones are met
Identify risks and implement mitigation strategies
Oversee property acquisition, easement acquisition, and access agreements
Ensure compliance with Texas property laws, TxDOT Right of Way Manual, and the Eminent Domain Laws of Texas
Review appraisal, review appraisal, negotiation, and relocation documentation
Coordinate condemnation support activities when required
Serve as primary liaison with clients, local agencies, utilities, and private entities
Coordinate with attorneys, appraisers, surveyors, environmental teams, and title companies
Address landowner concerns and support negotiations as needed
Supervise and mentor ROW agents and support staff
Assign workloads and monitor performance
Ensure consistent quality and compliance across all project activities
Prepare and present project status reports to clients and management
Maintain accurate project records and ROW files
Support audits and reviews by state or federal agencies

Required

Bachelor's degree in Real Estate, Business, Public Administration, Civil Engineering, or a related field (or equivalent experience)
Minimum 5–8 years of right of way experience in Texas
Minimum 2–3 years in a project management or supervisory role
Strong knowledge of Texas property and condemnation laws
Strong knowledge of TxDOT ROW procedures
Strong knowledge of Uniform Act requirements
Valid Texas driver's license

Preferred

R/W-AC, R/W-NAC, SR/WA, or similar IRWA certifications
Experience managing utility, roadway, or energy corridor projects
Familiarity with ROW management software and GIS tools
