The City of Boise is hiring an Attorney III – Municipal! In this position, you will provide advanced legal counsel to various City departments, handling complex civil matters and advising on contracts, ordinances, and litigation while mentoring junior attorneys.

Responsibilities

Performs all duties of an Attorney I and II - Municipal, in addition to providing mentoring and team coordination; performs more complex, skilled tasks, and assists others as required
Provides civil legal assistance to city departments, commissions, boards and divisions. Completes special projects as requested, including drafting resolutions and ordinances. Assists departments with forming policies and procedures, advises on obligations relating to union employees and contracts and helps navigate issues of discipline and personnel investigations
Offers specialized legal advice to internal clients by drafting and/or reviewing contracts, leases, land transactions, interagency memorandums of understanding and other documents with potential liability exposure for the city. Represents the city in civil rights, contract and tort cases. Reviews public records requests
Attends internal and public meetings and hearings on behalf of the assigned clients. Answers general legal questions from members of the public. May provide legal advice to the mayor and council at city council meetings
Civil Focus: Areas of emphasis may include contract, code, ordinance and resolution writing; real property transactions; legal research and writing assignments; and attending meetings associated with city clients, including those of internal boards and commissions
Areas of emphasis also includes all aspects of civil litigation, from case inception through trial and appeal

Required

Juris Doctorate degree from an accredited law school
Four years of experience in civil or criminal litigation or municipal governance
Knowledge of the principles of civil and criminal law, court rules and trial procedure, rules of evidence, rules of professional conduct, parliamentary procedure and legal ethics
Knowledge of contract laws with emphasis on intergovernmental contracts
Knowledge of labor law and working with public sector unions under collective bargaining agreements
Knowledge of employment law and laws such as FMLA, ADA, etc., that affect department decisions
Knowledge of public records law and open meetings laws
Knowledge of tort and tort claims laws; International Fire Code and Idaho law regarding disasters and fire services
Ability to work independently with little supervision
Ability to communicate proficiently verbally and in writing
Ability to review, proof and critique the legal research and opinions of others
Ability to operate a computer with demonstrated proficiency using contemporary databases, word processing and spreadsheet software applications
Ability to represent the city before outside agencies, communities and elected and/or appointed officials
Ability to communicate effectively in the English language at a level necessary for efficient job performance
Individuals must be capable of operating vehicles safely and have an acceptable driving record
Licensed and active member of the Idaho State Bar in good standing
Valid state-issued driver's license

Preferred

Seven or more years of specialized knowledge and experience providing legal representation to local units of government
Ability to provide politically sensitive legal advice and counsel consistent with open meeting, public records and other applicable laws
Experience working with and advising interdisciplinary work groups
Participation on a project management and implementation team
Expertise in civil matters such as land use, civil litigation, public safety, risk management, environmental, aviation, human resources or contracts and procurement law
