Responsibilities

Manages day-to-day activities of staff within a large and/or highly complex business function(s), division(s), or department(s)
Provides technical leadership and professional guidance and direction to assigned staff and project teams related to projects, including planning, negotiating, managing, and coordinating all team-related activities
Oversees the development, analysis, and revision of business requirements, epics, user stories and test scripts
Identifies systems solutions through communication with internal and external business partners to ensure a cost-effective, stable, and efficient solution essential to agency operational demands
Oversees the allocation of resources to achieve timely outcomes and measurable goals; and monitors and evaluates the effectiveness and efficiency of staffing levels
Manages team priorities, assignments, and deadlines to meet customer expectations
Provides guidance and direction to project teams to ensure project objectives, scope, and project plans are delivered as planned and within budget
Establishes work schedules and manages leave to ensure appropriate coverage of operating workloads and task allocations
Manages and evaluates team skillsets, training schedules, and on-call schedules to maintain adequate staffing levels
Works closely with division project managers and business analysts to ensure proper identification of technology needs and practical solutions
Provides input to the development of project timelines and cost estimates, and ensures they are maintained
Oversees special investigations, research studies, special projects, internal audits, and the implementation of special initiatives, or changes resulting from legislation
Oversees the team's analyses and corrections to system issues in response to user inquiries or problems and investigatory requests
Demonstrates advanced writing skills in producing and developing reports, presentations, status documents, and instructions
Provides input and consultation related to area of expertise to analyze legislation, determine impact, and develop fiscal notes
Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities
Oversees and provides feedback on project deliverables on a timely basis; ensuring feedback is based on levels of requirements that apply to the deliverables
Oversees the work, planning, and performance of assigned team to ensure work priorities are efficiently completed according to standards of performance and quality
Communicates progress and issues affecting work assignments to ITS and Project leadership
Oversees the adherence to business and technology requirements, system scope and objectives to meet business needs and deliverable expectations
Works closely with division application development management to ensure accessibility requirements and standards are established, monitored, and maintained
Develops and implements techniques for evaluating business function, division, or department activities
Oversees the team's analyses and recommendations to system issues in response to user inquiries or problems and investigatory requests
Communicates potential issues with division management, project managers, and other division groups and recommends solutions
Supervises the work of others
Manages the professional direction of the Business Analyst team, including making decisions on hiring, onboarding, managing, and providing guidance and professional staff development
Provides direct reports with work assignments, supervisory direction, information on responsibilities and work performance standards
Develops work performance plans, manages performance, and conducts staff performance evaluations annually
Performs periodic review and evaluation of employees, managing necessary performance issues, training requirements, coaching, and goal setting
Adheres to all Texas Department of Family and Protective Services HR policies and performs related work as assigned

Required

Graduation from an accredited four-year college or university with major coursework in computer science, business administration, public administration, or related field. Relevant work experience may be substituted for education on a year-for-year basis
Five years' progressive experience in an IT environment, with two years' experience in a supervisor, manager, or leadership role
Knowledge of the Business Analysis Body of Knowledge (BABOK)
Knowledge of Software Development Life Cycle (SDLC) and Project Management Life Cycle (PMLC) methodologies
Working knowledge of Software Development Life Cycle (SDLC) and high-level system design methodologies, techniques (entity/relationship models, data / process flow diagrams) and concepts; object-oriented programming and of programming client/server applications
Working knowledge of Agile system design, development, and deployment methodologies
Knowledge of information gathering techniques with demonstrated experience for developing findings and recommendations from data collection
Knowledge of technical approaches used to deliver projects, products and services to large client organizations, and current and future IT trends and best practices
Knowledge of estimating project effort and timelines
Skill in the development of Use Cases, user stories, workflows, capturing business requirements, and developing wireframes and mockups
Skill in the use of Microsoft Office productivity tools, including MS Word, Excel, PowerPoint, Project, SharePoint, Visio or SQL
Skill in effective communication, both verbally and in writing, to any level of the organization in a clear and concise manner
Skill in meeting facilitation, negotiation and making presentations to cross-functional teams and external stakeholders
Skill in analytical processes and critical thinking
Ability to manage teams to successful outcomes while meeting set standards and expectations for how those outcomes are achieved
Ability to tailor communication of technical information to non-technical, management and executive staff
Ability to read and write SQL queries
Ability to work within cross-functional teams
Ability to analyze legislation to determine and document agency impact analysis, fiscal notes and cost estimates
Ability to compile, review, and analyze data; to prepare reports; to maintain accuracy and attention to detail; and to communicate effectively
Ability to perform root cause analysis to identify problems and develop solutions
Ability to maintain confidentiality of sensitive information
Ability to develop documentation that maps and illustrates processes and develop framework for process improvement

Preferred

Five years' progressive experience in Business analysis or Data analysis
Experience with DFPS applications
Business Analysis Certification preferred, ex. Certified Business Analysis Professional (CBAP), IIBA Agile Analysis Certification (AAC), or PMI Professional in Business Analysis (PBA), Scrum Master Certification, Product Owner Certification
