Data Operations Analyst

The Data Operations Analyst will coordinate Data Operations, support the Deputy Inspector General for Data Reviews, manage projects, and provide specialized data research and analysis support.

Responsibilities
Participates in activities to ensure the success of internal and external meetings, cross-divisional projects, and Division goals
Conducts highly complex data analysis and research to prepare reports, studies, and other deliverables containing analyses of health and human services data related to Medicaid and other social services programs
Involves working with large datasets using a variety of software and tools
Provides recommendations to leadership on areas of risk to assist in strategic planning on data initiatives and projects used to support OIG investigations, audits, inspections, and data reviews
Facilitates development of presentations and talking points, tracks, and reports performance measures, and monitors and improves production data management tools
Performs highly complex and often time-sensitive research related to Medicaid and other Health and Human Services programs
Coordinates extensively with OIG management and staff to collect pertinent information on behalf of the Deputy IG of Data Reviews
Consolidates and reports data research findings in a way that is useful to management and appropriate for the intended audience
Monitors and reports progress toward project goals and measures
If measures are not achieved or a challenge is identified, analyzes cause and reports results and recommendations to management
Reviews project and system performance measures and methodology periodically, making recommendations for improvement to existing measures, deletion of ineffective measures, and addition of new measures, as appropriate
Conducts specialized tasks and duties pertaining to data analysis and research, and program functions
Manages Data Operations projects and tasks, including project priorities, workplans, and special assignments
Performs ongoing team risk assessment activities and participates in OIG workgroups on behalf of Data Operations
Coordinates with other Data Reviews teams and other OIG divisions to ensure appropriate response and collaboration for both internal and external projects and processes
Provides support, guidance, and accountability for project oversight activities, processes, and communications
Assists with Data Operations coordination, ensures compliance with federal and state requirements, and assists with the development of processes for strengthening performance
Performs other duties necessary to achieve the mission of the Office of the Inspector General
Qualification
Required
Bachelor's degree from an accredited college or university with major coursework in public administration, business administration, healthcare, or in a related field is required
At least two years of full-time professional experience working within state, local, or federal government or a public agency or working as a consultant for state, local or federal government or a public agency is preferred
Knowledge of principles and practices of public administration and management
Knowledge of state and federal laws, rules, and policies related to health and human services
Knowledge of the Texas Medicaid program, including program integrity requirements
Knowledge of OIG's enabling legislation, as well as federal and state law, rules, regulations, and policies related to fraud, waste, and abuse
Knowledge of investigative principles, techniques, and procedures
Knowledge of data and trend analysis
Knowledge of management principles and business practices
Knowledge of the principles of leadership and how to effectively interact with various leadership styles
Knowledge of social science research methods, statistical techniques, mathematics, rules-based logic, and their application to research analysis
Considerable knowledge of planning, implementation, and evaluation strategies
Advanced skill in organization and coordination in managing multiple, sometimes conflicting, priorities without jeopardizing deadlines or goals
Strong and effective communication skills, both orally and in writing
Skill in collecting and analyzing complex data, evaluating information, drawing logical conclusions, and clearly presenting complex concepts and information in concise reports
Skill in producing clear written content, publications, and technical documents
Skill in the use of computer/laptop equipment and applicable software applications, including Outlook, MS Teams, MS Word, MS Excel and other Office Suite software applications
Skill in conducting quality assurance activities and identifying trends that indicate a need for policy or process improvements
Skill in identifying problems, evaluating alternatives, and implementing solutions
Skill in working collaboratively and cooperatively with diverse groups
Skill in effective management of program resources and project management
Ability to establish and maintain positive, effective working relationships with others
Ability to interpret and apply laws and regulations
Ability to apply agency policies and guidelines and determine compliance
Ability to manage, manipulate and analyze large complex databases
Ability to develop and interpret statistical data charts and tables
Ability to interpret and present research findings
Ability to develop training materials and instruct and train others

Preferred
At least two years of full-time professional experience working within state, local, or federal government or a public agency or working as a consultant for state, local or federal government or a public agency is preferred
Experience with collection, analyses and dissemination of large datasets and experience with research, analysis and interpretation of healthcare policy is preferred
Experience with Microsoft Office Products, particularly Excel, is preferred
