Responsibilities

Serve as the unit subject matter expert in state and agency grant reimbursement and fiscal monitoring requirements and compliance
Provide expert consultation and guidance on state and Commerce grant invoice reimbursement requirements, fiscal monitoring, and compliance throughout all phases of invoice documentation review and approval
Provides training and coaching to staff on compliance and reporting for state grants and contracts
Lead the development and implementation of the Compliance Team’s annual work plan, including the processes and procedures for ensuring invoices are reimbursed on time and documentation requirements are met, stored, and that fiscal monitoring is scheduled and implemented according to state and agency procedures
Oversee adherence to contractual, statutory, regulatory, and program policy requirements within the Compliance Team’s scope of work, fostering consistent application
Analyze, develop, and implement changes to systems to improve internal and external business and customer service in contract management and monitoring
Lead the application of quality improvement tools and best practices that proactively reduce compliance issues and strengthen accountability throughout invoice reimbursement and fiscal monitoring
Develop and maintain relationships with contractors/grantees, partners, and stakeholders
Review and assess Compliance team processes and procedures to identify opportunities for improvement. Collaboratively develop and implement updates that strengthen quality, equity, and consistency across Compliance work products
Provide ongoing opportunities to gather and assess grantee feedback on invoicing and monitoring processes and procedures. Ensure that there are formal methods for collecting and considering the concerns and impacts on grantees and the households they serve
Identify and document practices and process improvements that promote efficiency, learning, and innovation
Analyze and report fiscal monitoring and invoice processing timeliness for all CHG and proviso contracts. Identify and communicate trends, variances, and potential areas for improvement
Maintain and enhance systems for tracking and reporting financial expenditure trends
Partner with Quality Assurance and Program Team Managers to align annual work plans, coordinate priorities, and identify opportunities to streamline systems and eliminate redundancies
Develop and implement strategies for providing technical assistance to grantees. Offer clear, supportive guidance on compliance requirements and corrective actions, with a focus on partnership
Act as the primary compliance manager and supervise a team of professional staff
Oversee the work performed by the compliance staff. Delegate workload responsibilities and assignments to staff. Provide regular feedback, coaching, and guidance to staff. Manage and report on workplan status to the managing director
Evaluate staff performance and address performance concerns as necessary
Encourage and support staff professional development goals and opportunities. Work with staff to identify training needs
Perform all aspects of the hiring process. In coordination with Human Resources, ensure that all agency hiring procedures are followed and requirements are fulfilled. Develop and ensure that new staff receive training
Represent the HAU at stakeholder, state agency, and Commerce meetings as assigned
Ensure cross-team coordination within the HAU teams, within HD, Commerce, and with external stakeholders on matters related to contract compliance. Coordinate and resolve conflicts of priority between staff, programs, and activities
Engage as an active member of the HAU Management Team and support unit culture and belonging work

Required

Any combination of nine (9) total years of experience. This could be gained by a combination of relevant education beyond high school equivalency and/or professional-level experience in accounting, financial auditing or in grant and contract compliance and quality assurance
Experience must include the following areas (and can be concurrent):
Explaining accounting and financial information to staff, internal partners and contractors and grantees
Interpreting, writing, and applying detailed policies and procedures with strong attention to detail
Technical knowledge of grant and contract administration, budgeting, compliance, and fiscal compliance policy
A minimum of three (3) years of the nine years of experience must include the following:
Experience in project management and managing a detailed workplan to completion
Experience reviewing complex invoice documentation, approving expenditures and monitoring fiscal compliance
Administering all functions of grant reimbursement and fiscal monitoring
Two (2) of the nine years must include the following:
Supervising one or more employees including hiring staff, training and development, assigning work, evaluating performance, and taking corrective action
Lived experience with housing instability and/or experience navigating and receiving services from public systems such as homeless and housing services systems, foster care, the criminal legal system, or behavioral health system may substitute for two years of professional experience
Education involves study in accounting, grant administration, government or non-profit program or fiscal management/accounting, social services, competition of accredited grant management compliance training and/or certification program or related field

Preferred

Demonstrated knowledge of state homeless funding, including specific knowledge about the state's primary homeless crisis response system grants
Demonstrated knowledge of how equity issues impact the housing crisis and contribute to disproportionalities in the homeless population
Demonstrated knowledge of homeless housing best practices including Housing First principles, low barrier program access, trauma informed service delivery and coordinated entry into homeless systems
Committed to continuous quality improvement on homeless housing program access and outcomes for people most impacted by homelessness
Knowledge of specific housing and fiscal data systems such as the Department of Commerce Contracts Management System, the Homeless Management Information System, the State Accounting and Administration Manual
Experience working with or for human service-oriented nonprofit agencies in a compliance or quality assurance capacity
