Compliance Reviewer (Grants or Contracts)
Texas Health and Human Services Commission (HHSC) is seeking a Compliance Reviewer to support the Contract Compliance Unit. The role involves advanced contract or grant analysis and assessments of agency contract or grant monitoring functions to ensure compliance with state and federal regulations.

Responsibilities
Reviews agency contracts or grants to assess the adequacy of performance and deliverable requirements
Assesses monitoring documentation to determine if performance monitoring activities, deliverable acceptance documentation, and other monitoring requirements have been performed in accordance with state and federal regulations, and agency policy
Provides recommendations to program area staff to resolve issues identified in the compliance reviews and improve monitoring quality and compliance; may also provide technical assistance
Collaborates with program area staff to coordinate compliance reviews, consultation, and technical assistance
Coordinates and prepares responses to issues, inquiries, and other correspondence concerning the compliance reviews
Records the results of the compliance reviews in the division’s Compliance Review System
Assists in drafting annual reports on the work and findings of the unit
Assists in the collection and maintenance of data for the purposes of reporting on the unit’s performance measures, as well as annual reporting on program area contract management issues and improvements
Assists in the development of systems and processes for the collection and maintenance of monitoring data
Assists with special projects/reports for the division
Represents CQC on workgroups, conferences, committees, and meetings
Works cooperatively and collaboratively to build effective business relationships with other HHS agency partners, which may include but is not limited to the following: assists in effectively communicating the unit’s responsibilities and marketing the value of its supportive functions to HHS agency partners; supports the Solicitation Review Unit in providing guidance to program area staff to consider and incorporate language that supports the administration and monitoring of contracts after award

Qualification
Required
A minimum of five years of experience in any combination of contract or grant monitoring and administration, or auditing contract or grant monitoring practices, within the Texas Health and Human Services System required
Graduation from an accredited four-year college or university with major coursework in a public or business administration field is generally preferred. Experience and education may be substituted for one another on a year-for-year basis
Must have Certified Texas Contract Manager (CTCM) within six months of hire
Knowledge of State of Texas procurement and contracting laws, rules and procedures, including the State of Texas Procurement and Contract Management Guide and HHS Procurement and Contract Management Handbook
Knowledge of contract management principles and practices
Knowledge of the Uniform Grant Management Standards (UGMS) and Texas Grant Management Standards (TxGMS)
Knowledge of grant management principles and practices
Skill in SOW development for the attainment of desired contract or grant outcomes
Skill in contract or grant monitoring and administration
Skill in evaluating complex processes, systems, policies, and issues
Skill in evaluating statute, rule, policies, and procedures
Skill in developing and drafting policies and procedures for new programs or initiatives
Skill in developing training resources, guides and templates
Skill in cross-functional coordination and problem solving
Skill in effectively communicating complex information clearly and concisely, both orally and in writing, to diverse audiences
Ability to direct and organize project activities
Ability to work using independent judgment
Ability to think strategically to evaluate problems and develop solutions
Ability to develop and interpret policies and procedures
Ability to work with and on teams to support critical business functions
Ability to work with management and external and internal customers
Ability to develop and execute new programs and initiatives
Ability to understand client needs and convey the value of relevant assistive services
Preferred
Experience with HHSC's System of Contract Operation and Reporting (SCOR) preferred
Experience in cross-divisional or interagency collaboration in a large organization preferred
