LTCR Regional Director

Texas Health and Human Services Commission (HHSC) is dedicated to improving the lives of Texans. They are seeking an LTCR Regional Director to oversee Long-term Care Regulation activities, manage licensing and regulation of various health facilities, and ensure compliance with state and federal standards.

Responsibilities

Plans, develops, participates in, and monitors the performance of all regulatory functions in the region
Supervises unit/staff including planning work schedules, monitoring output, and ensuring compliance with policies and procedures
Reviews/approves recommended facility actions to make final determinations affecting licensure and certification
Reviews/approves quality assurance committee decisions including punitive actions, penalties, and remedies
Performs reviews of licensing/certification recommendations as requested by providers and according to state/federal rules and policies
Interprets policies, procedures, rules, regulations, or standards to others (for example, staff, applicants, clients, providers, vendors, the public, public officials)
Hires, manages, and develops staff through conferences, mentoring, training, and performance appraisal
Communicates on a complex level with others (internally or externally) to provide, exchange, or verify information, answers inquiries, addresses issues, or resolve problems or complaints
Manages staffing and expenditures for the regional office
Develops and monitors performance standards for assigned area
Ensures all state and federal performance standards are met
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned
Responsible for responding to and implementing directives, requests, and initiatives from State Office and State Director of Survey Operations
Works collaboratively with other Regional Directors to meet program and performance objectives and ensure workload demands are met
Responsible for ensuring timely and comprehensive response to workload and other related assignments
In the event of emergency licensure or contract action, be available to assist with non-skilled care and oversight to residents in a facility. If the employee is a current registered or licensed nurse, there is a potential for skilled care
Be available for on-call duties for emergencies such as weather events or high-priority situations in facilities or at providers

Required

Bachelor's degree from an accredited college or university with a major in public administration, health care administration, hospital administration, business administration, education, psychology, social work, sociology, nursing, medicine, or a discipline related to developmental disabilities and/or gerontology, plus three (3) years of work experience in an administrative, management, and/or productivity improvement role in the operation of a large human services delivery agency
Experience in a Texas state agency long term care regulatory program may be substituted on a year for year basis for the required education, with a maximum substitution of four years
Minimum four years full time experience in program and personnel management and administration
Minimum 2 years' experience in health facility regulation and/or health care administration in a program area regulated by HHSC Regulatory Services Division Long Term Care (nursing facilities, assisted living facilities, adult daycare facilities, ICF/IID facilities, home health and hospice agencies)
Must be willing to work hours other than 8-5 M-F
Must be able to travel as needed to full regional service area as needed for job responsibilities
All applicants must pass a fingerprint criminal background check

You will be required to disclose any potential conflicts of interest, secondary employment, volunteer activities, and friends/family who own, operate, or work at regulated providers
If you are an active or former licensed nursing facility administrator, certified nurse aide, or medication aide, hiring will be pending until professional licensing and Employee Misconduct Registry checks are completed
