Local Payroll Liaison | Fiscal Analyst 1
NEOGOV is seeking a highly motivated and qualified candidate to join the Stafford Creek Corrections Center Business Services team as a Fiscal Analyst 1. This role focuses on providing payroll services to employees, ensuring accurate and timely management of payroll and benefits administration while supporting the agency's strategic goals.

Responsibilities
Ensuring payroll data is accurately recorded and employees paychecks are timely and correct which could look like:
Completing the duties listed on the Bi-Monthly ATLAS Payroll Checklist (custody) and the standardized processes provided by HQ payroll for the requested areas of responsibility
Reporting any overpayments promptly to the HQ Payroll Unit for collections
Maintaining and monitoring payroll systems
Reconciling payroll reports
Using ATLAS and/or HRMS reports, ensure proper allocations for time worked
Analyzing and correcting discrepancies
Reviewing and assessing overtime and leave reports for reasonableness, investigating and resolving issues
Analyzing leave reports to ensure the correct leave type is appropriately applied
Correcting or adjusting balances as needed
Analyzing holiday premiums, resolve discrepancies and correct system entries
Interpreting and applying rules associated with leave usage to leave slips received and ATLAS leave entries
Coordinating Payroll Benefits

Qualification
Required
High School Diploma or GED
Completion of Accounting 201 from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent within the six months from date of hire
Analytical Ability – Possesses the logical, analytical abilities to review agency policy and apply concepts to the interpretation of payroll data to ensure accurate payroll processing
Problem Solving – Ability to use analytical and problem-solving skills to review information and determine an appropriate solution. Information would include; timekeeping information, payroll data, and HRMS system information, CBA, WAC, and Agency Policy
Knowledge of Collective Bargaining Agreement – Maintain a thorough, accurate and detailed understanding of the applicable Collective Bargaining Agreements, WAS rules, and Agency Policy as they relate to compensation, leave reporting and scheduling
Knowledge of HRMS – Intermediate level knowledge and expertise in HRMS Timekeeping related functions necessary to perform the essential functions of a facility timekeeper
Knowledge of ATLAS – Intermediate level knowledge in the payroll timekeeping functionality of ATLAS. Good understanding of the staffing functionality as it interfaces or influences the accuracy of payroll timekeeping
Knowledge of AFRS, Enterprise Reporting and Toolbox – Entry level knowledge and expertise in systems functionality
Employee Handbook – Maintain a thorough understanding and consistently follow Department expectations as outlined in the DOC Employee Handbook
Work Environment Awareness – When working in any area of the facility, assume responsibility for the first stage of safety in a prison environment by being consciously aware of your surroundings including exits, entrances, staff backup and offender numbers and locations. Report safety issues as they are discovered to your supervisor
Preferred
One year of relevant experience
A business focused Bachelor's degree from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent, with minimum 20 accounting credits to include Accounting 201, 202, 203 and Governmental Accounting
