Project Manager II - Climate and Energy

Frederick County Government is seeking a Project Manager II for its Division of Energy and Environment’s Department of Climate and Energy. The role involves managing various projects related to climate action, sustainability, and environmental justice, as well as overseeing the implementation of strategic plans and collaborating with community organizations.

Responsibilities

Manage capital projects through Climate and Energy’s Capital Improvement Program (CIP), including by collaborating with other divisions and overseeing contractors
Prepare requests for proposals (RFPs) for consultants following procurement rules and regulations and Division/Department requirements, evaluate technical and price proposals, and make recommendations for the award of consultant contracts. Manage contractual agreements and related documents associated with consultant services
Prepare and/or oversee development of feasibility studies and planning documents
Manage and track fiscal/project budgets, invoicing and payments, financial reporting, and forecasting
Manage implementation of the Division’s Diversity, Equity, Inclusion, Belonging, and Justice (DEIBJ) Strategic Plan, collaborating with other staff across the Division to track impacts of programs and identify opportunities to further integrate equity into the Division’s work. This will include management of programs like DEE’s Green Homes Program and EJ Air Quality Monitoring Network
Plan and lead outreach and engagement efforts to expand the reach of the Division’s programs and services; attend at least 3 outreach events per year on evenings and weekends in accordance with Division policy
Build and maintain strong partnerships with Community Based Organizations (CBOs), other County agencies, and other partner organizations to execute key projects and programs
Assist in growing the Division’s clean transportation initiatives based on Frederick County Government’s Climate and Energy Action Plan for Internal Operations and recently released Community-wide Climate and Energy Action Plan, which found that the transportation sector is the largest current source of emissions in Frederick County
Manage implementation of the County’s 2023 Electric Vehicle Readiness Plan by overseeing and expanding initiatives to remove barriers to EV ownership and charging access County-wide
In partnership with the Division of Public Works (DPW), manage projects and programs to advance the County fleet’s transition to electric vehicles and other alternative fuels. Manage task to update the County’s 2023 Alternative Fuel Vehicle Fleet Transition Plan
Assist with development of relevant County policies, codes, and ordinances
Coordinate with local, State and Federal government regulatory agencies
In partnership with the Division’s Grants Manager, identify, apply for, and manage grants to support the County’s environmental justice, sustainability, air quality, and clean transportation efforts
Assist in expanding Climate and Energy benchmarking, performance tracking, and reporting
Prepare and present information to elected officials, the public, and other audiences
Other duties as assigned

Required

Associates degree
Minimum 3 years of project management work experience
Intermediate skills in Microsoft 365
Possession of a valid automobile operator's license

Preferred

Project management experience in local government, especially with the State of Maryland and/or Frederick County
Prior experience doing work directly involving electric vehicles, alternative fuels, multimodal transportation, sustainable transportation, climate, or environmental justice
Possession of Project Management Professional (PMP) certification
