Responsibilities

Collect, compile, and analyze information from various sources on a variety of specialized topics related to assignments
Review administrative proposals, ordinances, or resolutions, and supporting documents, and assist in making any changes as directed by the Council
Prepare well-written reports that present relevant analysis and supporting data in a clear and comprehensive manner
Conduct research and comprehensive data collection efforts to support analysis
Work with Council members to develop and implement Council initiatives
Make and justify recommendations if requested by the council or directed by the Executive Director
Identify and present alternatives to administrative proposals as requested after including administrative staff in the process
Assist in budget analysis and preparation for Council review, including but not limited to department budgets, staffing and personnel changes, capital improvement plans, arts grants, Redevelopment Agency, and Municipal Building Authority budgets
Present elements of the budget to the Council as part of the Council's budget review process
Participate in special projects, including research of new programs and services
Research, analyze, and evaluate programs, policies, and procedures
Track legislation in areas of assigned work and update the Council and staff on key changes
Participate in assigned administrative support functions
Attend a variety of meetings, including City Council, Redevelopment Agency, agenda, Council leadership, and staff meetings, which are mandatory unless excused. Attend other meetings as requested or assigned
Assist in the drafting and implementation of City Council policies and procedures
Receive and respond to complaints and questions from the public
Assist in the preparation of ordinances, resolutions, and other supporting documents
Monitor compliance with applicable contractual agreements
Interpret and apply Council policies and procedures
Participate in tracking legislation in support of various programs assigned for work
Work independently in the absence of supervision
Interpret and apply administrative and departmental policies and procedures
Provide basic office coverage when required by answering telephones and greeting the public
Participate in safety and risk management activities; take action to reduce liability to the City
Attendance and punctuality are essential functions of this position. Employees are required to work as a team and communicate in person with the public during office hours. Additionally, employees are expected to utilize on-site equipment
When necessary, be willing to meet with the press and answer questions about non-confidential issues that the Council is considering
Performs other related duties as required/assigned
When directed, advise and lead the Ogden City Youth Council. Be a source of enthusiasm to create an engaging environment that encourages youth to become active in civic affairs. Organize activities and projects for the Youth Council throughout the school year. Act as the primary driver of all Youth Council activities, including this, which may require attendance at meetings and activities outside of the city's normal working hours
Analyze and prepare reports for the City Council regarding recommendations from the Planning Commission and Landmarks Commission concerning general plan amendments, rezones, zoning ordinance text amendments, master plans, and historic resource designations
Advise the City Council on land use planning issues and policies. Track and monitor land use petitions and proposals before submitting them to the council
Track and monitor changes in state law pertaining to land use law and procedures

Required

Bachelor's degree in Public Administration, Finance, Political Science, Urban Planning, or a related field
At least three years of increasingly responsible analytical and administrative experience, preferably within a municipal planning environment
Possession of, or ability to obtain, an appropriate, valid Utah driver's license within 180 days of hire
Employees will be required to complete NIMS IS100 and IS700 within three months of hire

Preferred

A master's degree in a related field is preferred
AICP certification is preferred for land use focus
