Responsibilities

Ability to define problems, collects data, establish facts, and draw valid conclusions. Ability to interpret various technical instructions in mathematical or diagram form and deal with several abstract and concrete variables
Ability to handle multiple tasks or assignments simultaneously
Ability to read, analyze, and interpret complex technical documents
Ability to respond effectively to the most sensitive inquiries or complaints
Ability to supervise others and effectively make decisions concerning work in progress
Ability to work independently and perform duties in the construction field office
Assists the Construction Manager in conducting project performance reviews and personal development plan discussions
Coordinates with local utilities and other agencies or private parties affected by the project, prepares project closeout and accepts punch lists and other project completion paperwork, participates and provides input on contractor’s claims, and prepares or assists in preparing claims documentation
Demonstrates familiarity with various common job site conditions, problems encountered in assigned territory, and proper procedures for rectification
Develops construction inspection staff through on-the-job mentoring and training
Knowledge of the principles and practices used for construction inspection to test different types of soils, survey methods, concrete, and asphalt construction, state and local agencies specifications, laws, rules, ordinances, and regulations related to construction inspection, safe work practices, and procedures
Maintains orderly project files
Maintains the level of knowledge required for satisfactory job performance
Maintains various logs and records related to employees, work assignments, and inspection activities
Makes recommendations for construction change orders, performs constructability reviews and gives input to clients, monitors construction and construction management budgets, and reviews invoices before they are delivered to clients
May perform constructability reviews
Possess intermediate personal computer skills, including electronic mail, routine database activity, word processing, spreadsheet, graphics, etc
Prepares or oversees all correspondences to the contractor and the owner, responds to the contractor’s RFI’s, and clarifies the plans or specifications
Recommends additional staff, as needed, and develops and maintains relationships with field staff
Responsible for multiple construction projects requiring multiple disciplines
Reviews and approves quantities and monthly progress pay requests of the contractor, presides over pre-construction and other periodic job site meetings, and prepares minutes of the meetings
Reviews design and bidding documents; receives and evaluates contractor bids; supervises construction progress and scheduling
Reviews regularly and is fully knowledgeable of project plans, specifications, and agenda and all ongoing or upcoming field construction activities
Reviews submittals or sends them to design staff for technical review and then prepares a transmittal letter either accepting or rejecting the contractor’s submittals
Skilled in detecting discrepancies in plans, materials, and construction methods and processes and implementing appropriate corrective action
Skilled in planning and scheduling inspection activities
Supervises field staff and manages contractors on the site with responsibility for quality construction in accordance with plans and specifications
Takes and maintains dated photographs of the progress of the construction; maintains frequent communications and liaison with the owner or its designated point of contact
Uses initiative and exercises independent judgment; draws valid conclusions and project consequences of decisions and recommendations; meets deadlines

Required

Minimum 10 years of experience as a Resident Engineer
Minimum 5 years of highway and bridge construction experience
Bachelor's degree in Civil Engineering; PE License is required
Ability to effectively make decisions concerning work in progress and solving field and office problems
Skilled in detecting discrepancies in plans, materials, and construction methods and processes, and in implementing appropriate corrective action
Valid driver's license and acceptable driving record for the past 3 years
